GLOBAL POLICE: Interpol to help UN in 'peacekeeping missions'...

PARIS — Interpol and the United Nations are poised to become partners in fighting crime by jointly grooming a global police force that would be deployed as peacekeepers among rogue nations riven by war and organized crime, officials from both organizations say.
On Monday, justice and foreign ministers from more than 60 countries, including the United States and China, are gathering in Singapore for a meeting hosted by the two international organizations.
It is the first step toward creating what Interpol calls a “global policing doctrine” that would enable Interpol and the United Nations to improve the skills of police peacekeepers, largely by sharing a secure communications network and a vast electronic trove of criminal information, including DNA records, fingerprints, photographs and fugitive notices.
“We have a visionary model,” said Ronald K. Noble, secretary general of Interpol and the first American to head the international police organization, which is based in Lyon. More than 187 member nations finance the organization.

A new online "game" called Internet Eyes is about to launch, offering players a chance to earn money by spying on people through closed-circuit television cameras and reporting them to the police - for real. Players of Internet Eyes will monitor "thousands" of CCTV cameras, watching for crimes and reporting them to the authorities in hopes of winning monthly cash prizes of up to £1,000 (roughly $1600). The game's website will also feature a gallery of the people busted by Internet Eyes users along with a breakdown of their crimes and which user caught them. Tony Morgan, one of the men behind the scheme, said he and his partners were inspired to launch Internet Eyes by the fact that while the U.K. has roughly 4.2 million CCTV cameras installed throughout the country - a per-capita rate that easily outpaces even that of China - only "one in a thousand" actually gets watched.

"We cannot lower vigilance against hostility in the Middle East over energy interests and security."This sounds like a dangerous prediction of a future economic war between the US and China over Middle East oil – yet again turning the region's conflicts into a battle for great power supremacy. China uses more oil incrementally than the US because its growth
is less energy efficient. The transitional currency in the move
away from dollars, according to Chinese banking sources, may well be
gold. An indication of the huge amounts involved can be gained from
the wealth of Abu Dhabi, Saudi Arabia, Kuwait and Qatar who together
hold an estimated $2.1 trillion in dollar reserves. The decline of American economic power linked to the current global recession was implicitly acknowledged by the World Bank president Robert Zoellick. "One of the legacies of this crisis may be a recognition of changed economic power relations," he said in Istanbul ahead of meetings this week of the IMF and World Bank. But it is China's extraordinary new financial power – along with past anger among oil-producing and oil-consuming nations at America's power to interfere in the international financial system – which has prompted the latest discussions involving the Gulf states. Brazil has shown interest in collaborating in non-dollar oil payments, along with India. Indeed, China appears to be the most enthusiastic of all the financial powers involved, not least because of its enormous trade with the Middle East. China imports 60 per cent of its oil, much of it from the Middle East and Russia. The Chinese have oil production concessions in Iraq –blocked by the US until this year – and since 2008 have held an $8bn agreement with Iran to develop refining capacity and gas resources. China has oil deals in Sudan (where it has substituted for US interests) and has been negotiating for oil concessions with Libya, where all such contracts are joint ventures. Furthermore, Chinese exports to the region now account for no fewer than 10 per cent of the imports of every country in the Middle East, including a huge range of products from cars to weapon systems, food, clothes, even dolls. In a clear sign of China's growing financial muscle, the president of the European Central Bank, Jean-Claude Trichet, yesterday pleaded with Beijing to let the yuan appreciate against a sliding dollar and, by extension, loosen China's reliance on US monetary policy, to help rebalance the world economy and ease upward pressure on the euro. Coming home... the "when" part assumes I have one i.e. a home. I have felt like a stranger in my "homeland" for a long, long time, Frank. Last week I found DHS and Fema taking over a county airfield in North Vernon IN and stationing 400 "military" in the near future. They have a full-time base 30 miles away in Atterbury (Columbus, In)??? ahha FEMA Urban Warfare training facility only 2.5 miles away that plans on training 40,000 per year in urban warfare in the near future. Mitch Daniels, Gov, all excited about the funny money it will mean to the state coffers. He hasn't seen the coffins coming in the wake.
I look down the table at the destruction of these evil forces in the life of my beautiful son Christian's life. Now age 20 he no longer can bath, clothe or feed himself, sits and soaks his shirt with his spittle like an old man of 90 plus years. And where do you suppose the IMF got that and 8 times that much more which they currently possess? They didn't dig it out of the ground. What do you suppose the Chinese used to pay for it? Who is the IMF going to loan that funny money to that they took from the Chinese? It only took a few days before gold started up after the purchase was made. Nobody holding frn's is going to hang onto to it when it keeps going down in purchasing power unless they get to be in the foreclosure auction bidding. Congress is for the most part clueless and the sheep benumbed and getting moreso.

UFO Mothership Over Moscow?Finally, indisputable proof of UFOs.
Well… indisputable proof of clouds, anyway. The appearance of a giant circular cloud over the city of Moscow got some dumber UFO enthusiasts buzzing recently.
A giant white cloud in the shape of a circle — or as it’s being called a “halo cloud” — was spotted over the Russian capital last week. Someone decided to take a video of the “halo” cloud, uploaded it to YouTube and — voila’ — instant phenomenon.
Just because of a circular cloud? Of course. All the elements are there.
Grainy and shaky video footage. An “unexplained” hovering circular formation cast against a dreary, gray sky. The female voice of a concerned-sounding Russian newscaster emanating from the car radio.
And on top of all these requisites, there’s the obligatory weatherman saying that it’s not a UFO, rather it’s just a cloud. Sure….
Anyway, it all follows a well-trod path. Video uploaded to YouTube. It gets watched hundreds of thousands of times (soon to be millions). And screaming headlines further the sensation.
Our favorite headline so far comes from the popular tech website, Gizmodo. “Ominous cloud formation has Russians fearing an alien attack,” they write.
Of course, when you read the story, they don’t mention anything about fearful Russians at all. Instead they acknowledge — right away — that it’s a cloud. But, you can’t resist the headline.
Love the different YouTube descriptions of the same video as well. There’s “Stargate Portal Opens Above Moscow!” and “Doomsday sign or UFO? Strange circle in Moscow.”
And then there’s the report from the Russian media outlet, Russia Today. Are they actually taking this thing seriously? We can’t tell. (See video below).
One of the graphics on the screen says “Trick or Treat” but the anchor, in all seriousness, says things like “scientists have rejected claims of UFO activity” and “people have been left baffled by unexplained circular light…”
Well, if anything, reports like this will keep the buzz going. And with only two weeks to go until Halloween, it’s only appropriate…
A significant date for the Maya does in fact end on 12-21-2012, and scientific evidence suggests a sound celestial foundation does in fact coordinate with the year 2012. Mayan Elder Apolinario Chile Pixtun, a Guatemalan, says the doomsday theories spring from Western, not Mayan ideas.
There is a complicated and serious disconnect between previous doomsday scenarios such as 1) Gary North -- "Y2K" every computer in the world would stop 2) Richard Noone -- "05-05-2005" the Earth would flip throwing everyone into space 3) Art Bell -- Hale Bopp "companion" (spaceship), 39 people committed suicide based on this rumor 4) Nancy Lieder and Planet-X which was to kill Earth on May 15 2003. All the above were nothing more than sensationalized rumors of which none had come to pass. The described events were absent of any form of peer review -- or even the slightest form of self-policing ethical standards. In other words, it went beyond "entertainment" and some believed reached the level which could be viewed as criminal misconduct.
But who is really to blame? The messenger or the recipient? Maybe the answer is both.
The time we are in will surely test a persons ability to discern between sensationalized woo-woo nonsense, and fact-based documentation along with scientific-based peer oriented screening. In addition, Mayan prophecy is tangible ancient text which has been passed down to generations for millennia.
One of them is Tortuguero Monument Six: Found at an obscure ruin in southern Mexico during highway construction in the 1960s, the stone tablet almost didn't survive; the site was largely paved over and parts of the tablet were looted.
It's unique in that remaining parts contain the equivalent of the date 2012. The inscription describes something that is supposed to occur in 2012 involving Bolon Yokte, a mysterious Mayan god associated with both war and creation.
Archaeologist Guillermo Bernal of Mexico's National Autonomous University interprets the last eroded glyphs as maybe saying, "He will descend from the sky."
The Mayan civilization had a talent for astronomy. Its Long Count calendar begins in 3,114 B.C., marking time in roughly 394-year periods known as Baktuns. Thirteen was a significant, sacred number for the Mayas, and the 13th Baktun ends around Dec. 21, 2012.
"It's a special anniversary of creation," said David Stuart, a specialist in Mayan epigraphy at the University of Texas at Austin. "The Maya never said the world is going to end, they never said anything bad would happen necessarily, they're just recording this future anniversary on Monument Six."
Bernal suggests that apocalypse is "a very Western, Christian" concept projected onto the Maya, perhaps because Western myths are "exhausted."
If it were all mythology, perhaps it could be written off -- but it's not.

Based in science we find celestial events are in fact unfolding now, and will reach their apex (maximum) in the very time Mayan ancient text describes. Solar cycle 24 got off to a slow and uneventful start; however, lead scientists from NASA, NOAA, (ESA) European Space Agency, and (NCAR) National Center for Atmospheric Research all believe "it will not end with a lack-luster history".
It was first announced by Dr. Mausumi Dikpati senior research scientist at the National Center for Atmospheric Research in March 2006 that cycle 24 is predicted to be 30% to 50% stronger than cycle 23. What has some scientists and amateur astronomers confused is the expectation that 'stronger' means 'more'. What I believe will occur is very similar to a tropical storm turned hurricane, then weakened back to a tropical storm.
My prediction of how this may play-out is to say cycle 24 has begun with a whimper, perhaps dangerously lulling everyone to sleep, then begins to spark in late 2010, then remains relatively moderate for the first part of 2011, then a sharp and perhaps mostly unexpected surge with extreme solar flares and CME's occurring through 2012.
I am in fact suggesting the Sun will be the facilitator of both the 'external' (earth changes) and 'internal' (human state-of-being) transition which directly correlates with Maya's true translation of 2012 being the period of "endings and beginnings".
Another event which occurs at the time of December 2012 is the Sun's alignment (some would say our solar system) with the center of our galaxy 'Milky Way'. It is believe by some, this transient event (meaning over a period of months) could have an effect on the Earth's axis causing a more usual wobble. This would contribute to an increase of earthquake and volcanic activity due to its affect on the Earth's mantle and tectonic plates.
Author John Major Jenkins who has 20 years experience in studying Mayan ruins indicates the Maya were aware of the alignment and attached great importance to it.
"If we want to honor and respect how the Maya think about this, then we would say that the Maya viewed 2012, as all cycle endings, as a time of transformation and renewal," said Jenkins.

Pacific Earthquakes Rewrite Seismic Lore
Weeks of earthquake activity in the Asia-Pacific region have triggered a shift in the view of some seismologists, who are now considering the possibility that the recent devastating cluster of quakes are related.
Yet another earthquake was reported as having struck the Pacific Island nation of Tonga Saturday, one of several to hit the region in two weeks, including the deadly West Sumatra earthquake, the quake that just hours before triggered the Samoan tsunami, and Thursday's series of major tremors in Vanuatu.

Pakistan Warns India to 'Back Off'
The Indian embassy in Kabul has been targeted for bomb attack for a second time in the past 15 months. A least 17 people were killed in Thursday's attack, when a car loaded with explosives rammed into the embassy's compound wall.
The Indian chancery is not far from the presidential palace and, ironically enough, just across the road from the Afghan interior ministry. Needless to say, the Taliban, which claimed responsibility for the attack, have shown they have the capacity to hit anywhere, any time - a message that is already understood.
