That's what a House of Representatives bill, proposed by Rep. Linda T. Sanchez and 14 others, would do. Here's the relevant text:
Whoever transmits in interstate or foreign commerce any communication, with the intent to coerce, intimidate, harass, or cause substantial emotional distress to a person, using electronic means to support severe, repeated, and hostile behavior, shall be fined under this title or imprisoned not more than two years, or both....
["Communication"] means the electronic transmission, between or among points specified by the user, of information of the user's choosing, without change in the form or content of the information as sent and received; ...
["Electronic means"] means any equipment dependent on electrical power to access an information service, including email, instant messaging, blogs, websites, telephones, and text messages.
1. I try to coerce a politician into voting a particular way, by repeatedly blogging (using a hostile tone) about what a hypocrite / campaign promise breaker / fool / etc. he would be if he voted the other way. I am transmitting in interstate commerce a communication with the intent to coerce using electronic means (a blog) "to support severe, repeated, and hostile behavior" -- unless, of course, my statements aren't seen as "severe," a term that is entirely undefined and unclear. Result: I am a felon, unless somehow my "behavior" isn't "severe."
2. A newspaper reporter or editorialist tries to do the same, in columns that are posted on the newspaper's Web site. Result: Felony, unless somehow my "behavior" isn't severe.
3. The politician votes the wrong way. I think that's an evil, tyrannical vote, so I repeatedly and harshly condemn the politician on my blog, hoping that he'll get very upset (and rightly so, since I think he deserves to feel ashamed of himself, and loathed by others). I am transmitting a communication with the the intent to cause substantial emotional distress, using electronic means (a blog) "to support severe, repeated, and hostile behavior." (I might also be said to be intending to "harass" -- who knows, given how vague the term is? -- but the result is the same even if we set that aside.) Result: I am a felon, subject to the usual utter uncertainty about what "severe" means.
4. A company delivers me shoddy goods, and refuses to refund my money. I e-mail it several times, threatening to sue if they don't give me a refund, and I use "hostile" language. I am transmitting a communication with the intent to coerce, using electronic means "to support severe, repeated, and hostile behavior." Result: I am a felon, if my behavior is "severe."
5. Several people use blogs or Web-based newspaper articles to organize a boycott of a company, hoping to get it to change some policy they disapprove of. They are transmitting communications with the intent to coerce, using electronic means "to support severe, repeated, and hostile behavior." Result: Those people are a felon. (Isn't threatening a company with possible massive losses "severe"? But again, who knows?)
6. John cheats on Mary. Mary wants John to feel like the scumbag that he is, so she sends him two hostile messages telling him how much he's hurt her, how much she now hates him, and how bad he should feel. She doesn't threaten him with violence (there are separate laws barring that, and this law would apply even in the absence of a threat). She is transmitting communications with the intent to cause substantial emotional distress, using electronic means "to support severe, repeated, and hostile behavior." Result: Mary is a felon, again if her behavior is "severe."
The examples could be multiplied pretty much indefinitely. The law, if enacted, would clearly be facially overbroad (and probably unconstitutionally vague), and would thus be struck down on its face under the First Amendment. But beyond that, surely even the law's supporters don't really want to cover all this speech.
What are Rep. Linda Sanchez and the others thinking here? Are they just taking the view that "criminalize it all, let the prosecutors sort it out"? Even if that's so, won't their work amount to nothing, if the law is struck down as facially overbroad -- as I'm pretty certain it would be? Or are they just trying to score political points here with their constituents, with little regard to whether the law will actually do any good? I try to focus my posts mostly on what people do, not on their motives, but here the drafting is so shoddy that I just wonder why this happened.

H1N1 swine flu caused the 1918 flu pandemic: the same type (A) and strain (H1N1) behind the current crisis, but a different branch or "clade." Classical H1N1 viruses were "virtually the exclusive cause" of swine flu in the U.S. and Canada from 1930 (when they were first isolated) to 1998. Then things changed. In 1997, a new triple assortment clade of previously human H3N2 flu appeared in U.S. Mid-West industrial hog barns; it contained genetic material from human, pig, and bird flu viruses. In 1998, a novel triple assortment H1N1 swine flu clade infected a human in Wisconsin. In 2001, the 1997 triple assortment H3N2 swine flu clade merged with the classical H1N1 strain to create a novel triple assortment H1N2 swine flu strain.
Another triple assortment clade of H1N1 swine flu was isolated from a sick Iowan swine farmer in the 2004 Agricultural Health Study. The study also showed that U.S. farm workers exposed to swine - and their nonswine-exposed spouses - had been infected with H1N1 swine flu. In fact, triple assortment flu strains and clades have been bouncing back and forth between people, pigs and poultry in U.S. and Canadian industrial hog and poultry barns for about 10 years - bumping into classical H1N1, re-assorting and picking up new genetic material with each re-assortment. This is the situation that led triple assortment H1N1 swine flu to become easily transmissable person-to-person.
Today, several diseases including H1N1 swine flu and H5N1 bird flu are poised to create a lethal pandemic, likely when they meet and re-assort. The pandemic potential has been well-recognized for some time. In January of 2007, the U.S.A. adopted the World Health Organization (WHO) 2005 International Health Regulations (IHR) for reporting "novel" influenza viruses. Enshrined as International Law, the regulations are "an international legal instrument that governs the roles of the WHO and its member countries in ...sharing information..."
Negotiated to protect corporate rights and industry, and prioritize profits over people, the IHR's pertinent objective is to "...control and provide a public health response to the international spread of disease in ways that are ...restricted to public health risks, and which avoid unnecessary interference with international traffic and trade." By these terms it is arguably illegal for the WHO, its member nations and their representatives to tell the truth about H1N1, or to disclose that the first triple assortment clade of the H1N1 swine flu strain infected a human in 1998 - in Wisconsin. more...

WHO head indicates full flu pandemic to be declared
The World Health Organization is likely to raise its flu alert to the top of its six-point scale and declare a pandemic, its director-general indicated in an interview published on Monday.
In remarks setting the scene for another alert increase, but without saying when, WHO chief Margaret Chan warned against over-confidence following a stabilization in the number of new cases of the H1N1 strain that has proved deadly in Mexico.
“Level 6 does not mean, in any way, that we are facing the end of the world. It is important to make this clear because (otherwise) when we announce level 6 it will cause an unnecessary panic,” she told Spanish newspaper El Pais.
“Flu viruses are very unpredictable, very deceptive … We should not be over-confident. One must not give H1N1 the opportunity to mix with other viruses. That is why we are on alert.”
The WHO’s pandemic phases reflect views about how a virus is spreading, and not how severe its effects are.
Last week the United Nations agency raised the alert level twice, from 3 to the current 5, in response to the sustained transmission of H1N1 in Mexico and the United States.
Before issuing a level 6 alert, the WHO would need to see the virus spreading within communities in Europe or Asia.
A declaration of a full pandemic would send a signal to governments worldwide to institute their pandemic response plans, which may include measures affecting hospitals, schools or public events.
Phase 6 would also trigger increased support for developing countries which lack the drugs, diagnostic tests, and medical staff to respond appropriately to the flu that the WHO has said could be especially dangerous for people with HIV/AIDS.
While the top-level alert would not have an automatic effect on the world's flu vaccine production, the WHO is expected to make an announcement alongside any such declaration to specify whether manufacturers should switch from making seasonal to pandemic flu vaccines.
In her remarks to El Pais, Chan said that weather patterns could play an important role in how the flu continues to spread. The southern hemisphere is about to enter winter, when seasonal flu cases normally spike, the infectious disease expert said.
"We have to be very careful. No one can predict what is going to happen when countries in the south have flu peaks and this new one arrives -- which it is going to do, without a doubt," she said.
On Sunday, a WHO spokesman said the relatively large number of infections in Spain of what has been commonly known as swine flu -- at 40, according to the WHO's count -- seemed to be mainly "imported" cases involving people returning from Mexico, the epicenter of the disease outbreak.
Chan echoed this and said that so far, there were not many flu patients in Europe that have not been to Mexico or had direct contact with those who had.
"It is true that the number is small, but because of that I would say that we have not seen the full situation or the whole picture of what is happening. The situation is evolving and the virus is changing," she said.
Chan, who fought SARS and bird flu in her previous job as Hong Kong's health director, said it was too early to predict what proportion of the population would catch the new flu strain after the European Union predicted 40 percent of the population would become infected.
The head of the World Health Organisation hit back at critics who have accused it of over-reaction to the swine flu crisis, warning it may return “with a vengeance” in the months ahead.
In her first extensive media interview since alerting the world to a potential flu pandemic nine days ago, Margaret Chan, the agency’s director-general, told the Financial Times that the end of the flu season in the northern hemisphere meant an initial outbreak could be milder but then a second wave more lethal, as happened in 1918.
Fresh data from Mexico suggested the impact of the flu could be less than initially thought. José Angel Cordova, health minister said the flu virus epidemic had passed its peak and was declining. “The evolution of the epidemic is now in its phase of descent,” he said.
The Mexican government, which had already scaled back its original estimate of 176 deaths, said 19 of the suspected 100 deaths from the H1N1 virus had been confirmed.
But Ms Chan warned that an apparent decline in mortality rates outside and within Mexico did not mean the pandemic was ending.
“We hope the virus fizzles out, because if it doesn’t we are heading for a big outbreak.” But she said: “I’m not predicting the pandemic will blow up, but if I miss it and we don’t prepare, I fail. I’d rather over-prepare than not prepare.”
She stressed that a likely increase to the agency’s highest “level six” pandemic alert did not necessarily mean “every country and every individual will be affected” with many more deaths.
Rather “it is a signal to public health authorities to take appropriate measures” such as intensified disease surveillance.
Ms Chan acknowledged frustration with slow release of data on the threat posed by the virus. But she defended Mexico as very co-operative but overwhelmed by extending treatment and limiting the spread of infection as well as analysing cases. She added: “The information is beginning to roll in.”
“These countries are so overwhelmed. Other countries may expect a lot of information now. But people need to allow time for the epidemiology, laboratory and clinical data. ”
She reiterated the WHO’s view based on “the evidence and science available to us” that travel restrictions were counterproductive. Although countries had the right under international health regulations to take different measures, they would need to justify them publicly.
But she defended recent decisions such as that of Hong Kong and New Zealand to quarantine travellers arriving with suspected flu.
Ms Chan called on pharmaceutical companies to increase their contributions, praising their efforts so far but calling for fresh donations and for far larger quantities of drugs and vaccines at lower prices to help treat and protect the poor.
She had released most of the WHO’s stockpile of the antiviral medicine Tamiflu provided by Roche, its manufacturer, which had already agreed to provide more and to propose lower prices.
She hinted at fresh ways to encourage generic companies to produce cheap versions of Tamiflu to expand capacity.

A Professor at the Royal London Hospital told NPR today that the descendent of the current H1N1 virus was “accidentally” released from a laboratory during experimentation.
Professor John Oxford stated that the strain of H1N1 that appeared in the 1970’s was “probably released accidentally from a laboratory, probably in northern China or just across the border in Russia, because everyone was experimenting with those viruses at the time in the lab.”
Oxford told NPR that he didn’t believe the release was malicious but came as a result of “some flu vaccine research that broke out of containment.”
The professor said that the reason the new H1N1 strain has proven to be relatively mild is because a lot of people had “been exposed to a distant cousin, the H1N1 virus that emerged in the 1970s.”

EZEKIAL'S WHEELS
This article is called Ezekiel's Wheels to highlight the forgotten method of finding the sun's position at night and thus keeping the time. The missing method was by gearing two great imaginary spinning wheels of stars.
1. The wheel of constellations round the north celestial pole which the Egyptians called the Imperishable Ones, or Immortal Ones because they never entered the horizon.
2. The wheel of the Zodiac we are all familiar with that girdles the middle of the planet.
These two Zodiac's work as a clock and calendar, but only function in combination with the earlier discovery of the wheel or Celtic cross, a sophisticated yet simple ancient instrument of measurement, this natural clock is a missing piece in the puzzle of how our ancient ancestors achieved unexplainable alignments in construction and time keeping.
Everyone is aware in some form or another of the common zodiac inherited from the Greeks and the earlier one from the Egyptians, but no researcher to date has married the two zodiacs together, yet they are obvious.
This discovery of a second but interrelated zodiac is crucial since it is impossible to tell the position of the sun in an ecliptic zodiac sign by looking directly at the sun. Daylight obscures the sign because it is behind the sun on the other side of the solar system.
The North wheel had four divisions and four constellations, touched the earth and rose far above it, while the South Wheel had twelve divisions in which there were the Creatures that were the eyes of Time, the animal signs of the Zodiac which means wheel of animals. The Fire in the middle is the sun.
By establishing the position of the ecliptic pole at midnight using the serpent Draconis, our ancestors could discover the position of the sun in the Ecliptic Zodiac and establish both the date and the time as well as the Epoch.

Despite what you have been led to believe by some historians and researchers, our ancestors could not tell the position of the sun in a zodiac by the stars that could be seen before sunrise.
It is an impractical suggestion based on lack of practical understanding and real observation.
You cannot see the stars because of the daylight that precedes the sun as it approaches the horizon..
Our ancestors solved this by another method and that method was the realisation that it is noon all around
the world.
So the position of the sun on the next day was measured by the position of the serpent Draconis in the circumpolar zodiac on the preceding midnight.
Since the world spins at 15 degrees per hour, it was simple to predict the time of sunrise if the rising point of the sun was first determined by latitude calculations.
The Problem solved
To solve the problem of daylight time keeping with the zodiacs they had to make an imaginary model that overcomes it.
The model at right shows the motions of the planet and the sun in relation to the two zodiacs.
Again, this model is geared to one day, the day of the Summer Solstice 2003.

This is the Time Machine of Nature that our ancestors had when they told the hour and the date.
It is similar to the wheels in a clock mechanism.
The Decans of the Ecliptic Zodiac meshed with the Northern Zodiac and indicated the exact position of the sun as it moved at 1 degree a day through each ecliptic zodiac sign
What part of the northern wheel of stars was due north at midnight told them what day it was and what month that day was in.
In the example above the sun is between the earth and the zodiac sign behind it, on this day it is in the right hand of Orion(Osiris) between Taurus and Gemini.
At this time of the year you cannot see the sign it is in because it only faces us during daylight hours.
It is its opposite sign that you can observe looking at the night sky due south.
As the Northern Zodiac wheel rotated at the rate of 15 degrees per hour, they could measure what the minutes were.
The only device that could meausure the Northern Zodiac was the working cross, as the authors patents prove.

At top of page is an example of the working cross measuring the position of the sun at night by the angle of the constellations that rotate about the north pole.
Each constellation in the north zodiac has stars that are aligned to stars in the ecliptic or common zodiac.
By this method our ancestors could tell the time and the date.

We are currently in the Age of Pisces, The time of Christ was at the end of Aries other wise known by its Egyptian name "Amen" or "Amun".
It seems that Time was God and not the Sun.

It would only be a simple matter of moving small markers around the clock face of the henge to keep accurate time and dates.
By measuring the position of the ecliptic pole, they could find the position of the sun both night and day and tell the time to within seconds as long as they had a simple viewing instrument marked in such a manner as to tell the angle of Draconis and with a plumbline to ensure that that the device was level.
The simple task of marking solstices and equinoxes would be but a crude interpretation of the full capabilities of an ancient henge and the enormous underestimated skills of these ancient peoples who respected the planet that was their home..

| from Mitch Battros - Earth Changes Media  A huge wave crashed into the New York City region 2,300 years ago, dumping sediment and shells across Long Island and New Jersey and casting wood debris far up the Hudson River.
The scenario, proposed by scientists, is undergoing further examination to verify radiocarbon dates and to rule out other causes of the upheaval. Sedimentary deposits from more than 20 cores in New York and New Jersey indicate that some sort of violent force swept the Northeast coastal region in 300BC.

SOUTHERN METEOR SHOWER: Earth is entering a stream of dusty debris from Halley's Comet, the source of the annual eta Aquarid meteor shower. Forecasters expect the shower to peak on Wednesday morning, May 6th, with as many as 85 meteors per hour over the southern hemisphere. Rates in the northern hemisphere will be less, 20 to 30 per hour. The best time to look is during the dark moonless hour before local sunrise.
