In my last newsletter I wrote :

STOP PAYING TAXES !

Well I got a lot of feed back on that one, most of you agreed but, there are some rules you need to follow to protect yourself. The only way to stop paying taxes totally and not be harrassed is if thousands, no millions of people all did it at the same time. That is not going to happen, as we all know there are many that will agree with everything but when it comes to actually doing it they just don't. They won't put themselves in jeopardy or risk anything simply waiting for someone else to go first and break the trail. There are just too many people that are not going to risk anything for their freedom or ultimate survival. This is a sad state of affairs.

Tommy Cryer has a step by step plan which will get us all on the same page on this subject. I trust Tom to tell us the truth and offer a sensible method of acomplishing this feat. Click here for Tom's message; We support Tom and are a part of his Truth Attack. We won't be stopping what we are doing but will be working in conjunction with him and many other groups working for Unity in the Revolution.

Even Buddy our hairy family member is a bit of a revolutionary. I don't know what he has planned but from the look on his face he may need to be told about the Martial Law boys. He told me that he only needed 544 more of these and he could fix things in this country. I feel like any day now I will look out and see the uniforms in my yard but until then we will continue to go forth and try to inform you all of coming danger and how to protect yourself.

Last week was not a good one, I woke up in the middle of the night with my heart racing, skipping beats and not able to breathe. Being a person that hates doctors and hospitals I chose to just wait and see what would happen, it only got worse until that afternoon my husband came home and forced me to go to the hospital. At the emergency room I was in worse shape, nothing there but Aliens, no one spoke English, and there I sat stewing for 3 hours until Tim finally threw a fit about the long wait when they shut him up by putting me in a room where I sat for another hour waiting for a doctor. By the time a Doctor arrived I was totally out of it, I lost it when he started writing prescriptions for anti depresants, high blood pressure, muscle relaxants, gheesh.. I lost it.. There was a total of $545.00 ( I just noticed this amount, strange it coincides with the numbers of the Senate and Congress )worth of medication I just had to take.? Yeah Right. We went to check out and got a bill for $897.00 for Emergency Room Service.. My first question was : Am I paying by the hour? I went into one of my Granny tyrades and cussed them all out, told them about my views on their service etc.. Also told them to take me to court to collect that bill. And walked out without paying. ( don't get me wrong, I agree there should be a fee, and would not mind paying a reasonable one but to sit for all that time, not have any tests, only blood pressure, and to be charged that much?) Anyway on the way out I realized that I felt great, my heart had returned to it's normal rate and I could breathe without gasping. It seems that the only medication I needed was a good screaming hissy fit.

I still don't know what caused the attack, but a friend asked about chem trails? In my area I had never seen any until the day before the attack. A friend from SD was here and we had just gone to lunch when he told me to look at the sky. My God there they were, 4 planes laying down rows and rows of these trails. Honestly I have never seen any of this over Asheville before. I took photos and just couldn't keep from watching those trails spread out until the sky was just a dull gray. I realize many of you live with this every day but luckily I had not been subjected up until now. Thinking back was this chemical cloud the reason for my panic attack? It is strange as I am not a person to get upset to that extent about anything. Now I am more aware of what is going on, could these strange trails be causing a lot of the behavior people are showing now? Indolence, Panic, Fear, Putting ones head in the sand? I guess it probably affects everyone differently. We are lucky as we live outside the Asheville area and by the time we got back to our mountain the sky was blue but you could see in a distance the gray over the city. It just hung there not seeming to move.? Strange as the wind should disperse this stuff in the air or at least move it around.

My question now is. with all the different cities and states reporting constant chem trail activity why has not one single pilot, airport, etc blown the whistle on these activities? Common sense tells you that there has to be thousands of these planes all with pilots and crews in service. Why has not one single one of them said a word about what they are doing or why?

My best advice to everyone is to get ready for some really hard times. Buy everything you can that will sustain your family like food, household supplies ( I have lists in our book that will help you) plant gardens, A small greenhouse attached to your home can supply food even in the winter and is easy to construct, if it is built around a window and that window left open the heat from the house will keep the plants from freezing and will also give you some very good air to breathe. Remember plants absorb carbon dioxide and give off oxygen. A small enclosure of even 10 feet can be very productive, I am making some drawings and diagrams of how to plant and build such a structure which will be done within a day or two. It will be added to the book. ( those of you that have already purchased our book please write and ask for the supplement no charge, send a self addressed stamped envelope, and I will send it out to you. )

Alan Stang raises the question about the role communism plays in our lives. Once again, I urge you to read carefully the attached file which contains a document that was placed in the Congressional Record in 1963. It is the goals of the Communist Party of the US . Read each goal and reflect upon what progress you believe has been made since 1963 towards realizing that goal. It is stunning how close we are to reaching each and everyone of the Communist goals. Then read Mr. Stang's article. Do not take it lightly!

Don Stacey

Found in the CONGRESSIONAL RECORD - Appendix - January 10, 1963

Extension of Remarks

Honorable A. S. Herlong, Jr. Of Florida In the House of Representatives

MR. HERLONG. Mr. Speaker, Mrs. Patricia Nordman of De Land , Fl., is an ardent and articulate opponent of communism, and until recently published the De Land Courier, which she dedicated to the purpose of alerting the public to the dangers of communism in America .

At Mrs. Norman's request, I include in the RECORD, under unanimous consent, the following "Current Communist Goals," which she identifies as an excerpt from "The Naked Communist", by Cleon Skousen:

1958 CURRENT COMMUNIST GOALS

1. U.S. acceptance of coexistence as the only alternative to atomic war.

2. U.S. willingness to capitulate in preference to engaging in atomic war.

3. Develop the illusion that total disarmament (by) the United States would be a demonstration of moral strength.

4. Permit free trade between all nations regardless of Communist affiliation and regardless of whether or not items could be used for war.

5. Extension of long-term loans to Russia and Soviet satellites.

6. Provide American aid to all nations regardless of Communist domination.

7. Grant recognition of Red China. Admission of Red China to the U.N.

8. Set up East and West Germany as separate states in spite of Khrushchev's promise in 1955 to settle the German question by free elections under supervision of the U.N.

9. Prolong the conferences to ban atomic tests because the United States has agreed to suspend tests as long as negotiations are in progress.

10. Allow all Soviet satellites individual representation in the U.N.

11. Promote the U.N. as the only hope for mankind. If its charter is rewritten, demand that it be set up as a one-world government with its own independent armed forces. (Some Communist leaders believe the world can be taken over as easily by the U.N. as by Moscow . Sometimes these two centers compete with each other as they are now doing in the Congo .)

12. Resist any attempt to outlaw the Communist Party.

13. Do away with all loyalty oaths.

14. Continue giving Russia access to the U.S. Patent Office.

15. Capture one or both of the political parties in the United States .

16. Use technical decisions of the courts to weaken basic American institutions by claiming their activities violate civil rights.

17. Get control of the schools. Use them as transmission belts for socialism and current Communist propaganda. Soften the curriculum. Get control of teachers' associations. Put the party line in textbooks.

18. Gain control of all student newspapers.

19. Use student riots to foment public protests against programs of organizations which are under Communist attack.

20. Infiltrate the press. Get control of book-review assignments, editorial writing, policymaking positions.

21. Gain control of key positions in radio, TV, and motion pictures.

22. Continue discrediting American culture by degrading all forms of artistic expression. An American Communist cell was told to "eliminate all good sculpture from parks and buildings, substitute shapeless, awkward and meaningless forms."

23. Control art critics and directors of art museums. "Our plan is to promote ugliness, repulsive, meaningless art."

24. Eliminate all laws governing obscenity by calling them "censorship" and a violation of free speech and free press.

25. Break down cultural standards of morality by promoting pornography and obscenity in books, magazines, motion pictures, radio and TV.

26. Present homosexuality, degeneracy and promiscuity as "normal, natural, healthy."

27. Infiltrate the churches and replace revealed religion with "social" religion. Discredit the Bible and emphasize the need for intellectual maturity which does not need a "religious crutch."

28. Eliminate prayer or any phase of religious expression in the schools on the grounds that it violates the principle of "separation of church and state."

29. Discredit the American Constitution by calling it inadequate, old-fashioned, out of step with modern needs, a hindrance to cooperation between nations on a worldwide basis.

30. Discredit the American Founding Fathers. Present them as selfish aristocrats who had no concern for the "common man."

31. Belittle all forms of American culture and discourage the teaching of American history on the grounds that it was only a minor part of the "big picture." Give more emphasis to Russian history since the Communists took over.

32. Support any socialist movement to give centralized control over any part of the culture--education, social agencies, welfare programs, mental health clinics, etc.

33. Eliminate all laws or procedures that interfere with the operation of the Communist apparatus.

34. Eliminate the House Committee on Un-American Activities.

35. Discredit and eventually dismantle the FBI.

36. Infiltrate and gain control of more unions.

37. Infiltrate and gain control of big business.

38. Transfer some of the powers of arrest from the police to social agencies. Treat all behavioral problems as psychiatric disorders which no one but psychiatrists can understand (or treat).

39. Dominate the psychiatric profession and use mental health laws as a means of gaining coercive control over those who oppose Communist goals.

40. Discredit the family as an institution. Encourage promiscuity and easy divorce.

41. Create the impression that violence and insurrection are legitimate aspects of the American tradition; that students and special-interest groups should rise up and use united force to solve economic, political or social problems.

43. Overthrow all colonial governments before native populations are ready for self-government.

44. Internationalize the Panama Canal .

45. Repeal the Connally reservation so the United States cannot prevent the World Court from seizing jurisdiction over domestic problems. Give the World Court jurisdiction over nations and individuals alike.

Kipling Poem - Wrath of the Awakened Saxon

IT'S TIME ! ! ! SS

Wrath of the Awakened Saxon:

It was not part of their blood,

It came to them very late,

With long arrears to make good,

When the Saxon began to hate.

They were not easily moved,

They were icy willing to wait

Till every count should be proved,

Ere the Saxon began to hate.

Their voices were even and low.

Their eyes were level and straight.

There was neither sign nor show

When the Saxon began to hate.

It was not preached to the crowd.

It was not taught by the state.

No man spoke it aloud

When the Saxon began to hate.

It was not suddenly bred.

It will not swiftly abate.

Through the chilled years ahead,

When Time shall count from the date

That the Saxon began to hate.

~ Rudyard Kipling, 1917 <<...>> <<...>>

"If you learn only one thing from me, learn this:

“In the next century [2000], nations as we know it will be obsolete; all states will recognize a single, global authority. National sovereignty wasn't such a great idea after all." Strobe Talbot, Clinton 's Deputy Secretary of State, as quoted in Time, July 20th, 1992.

=================================

Here is why all this unconstitutional activity is taking place...

In Public Law 313 dated 4-14-1952, the Federal government admitted that its support of the United Nations is unconstitutional and contingent uponthe United States Government continuing to operate under "emergency powers." It said: "Whereas the existing state of war…and the termination thereof…would render certain statutory provisions inoperative….and Whereas some of these statutory provisions are needed to insure the…capacity of the United States to support the United Nations…it is desirable to extend these statutory provisions." Incidentally, the enemy in this "war" is the American people but that’s another story.

Freemason eBook ~ Albert_Pike_ -_Morals_ and_Dogma. pdf
For those that are into the Freemason conspiracy ... this
book will be a must read. I should remind all that John
Locke, most of our founding fathers and many of our
presidents were Freemasons. Is this good or bad ?!?
Only you can decide that ... as JAFA (a panthiest) ... most
of my post are related to information i encountered during
my decades of research into this thing everyone keeps
refering to as the NWO.
Well as reflected on my website ... there is nothing new
about this Old World Order ... which has been around for
over 5,000 years. Please note the original Freemason
roots go back into Egyptian history ... meanwhile, we also
have the Khazarian / Jesuit groups which began infiltrating
many of these so-called secret societies after the Bavarian
illuminati was disbanded from Bavaria shortly after its
founding by Adam Weishaupt on May 1st, 1776.
Here is one of many books i'll be sharing along the way ...
i hope you find this enlightening as i did ... and please do
not be quick to judge ... keep your mind open to those
suttle truths to will be revealed along our journey here.

Mutant Seeds for Mesopotamia

by Andrew Bosworth, Ph.D.

monsanto2.gif
October 15, 2008

One would think that Iraqi farmers, now prospering under "freedom" and "democracy," would be able to plant the seeds of their choosing, but that choice, under little-known Order 81, would be illegal.
But first, it is important to set the context. Most people have never heard of the infamous "100 Orders," but they help explain why the majority of Iraqis remain opposed to foreign occupation. The 100 Orders allow multinational corporations to basically privatize an entire nation, and this degree of foreign and private control has not been witnessed since the days of the British East India Company and its extraterritoriality treaties.
A few examples of the 100 Orders are illuminating:
  • Order 39 allows for the tax-free remittance of all corporate profits.

  • Order 17 grants foreign contractors, including private security firms, immunity from Iraq's laws.

  • Orders 57 and 77 ensure the implementation of the orders by placing U.S.-appointed auditors and inspector general in every government ministry, with five-year terms and with sweeping authority over contracts, programs, employees and regulations. (1)

Back to one of the most blatant orders of all: Order 81. Under this mandate, Iraq's commercial farmers must now buy "registered seeds." These are normally imported by Monsanto, Cargill and the World Wide Wheat Company.
Unfortunately, these registered seeds are "terminator" seeds, meaning "sterile." Imagine if all human men were infertile, and in order to reproduce women needed to buy sperm cells at a sperm bank. In agricultural terms, terminator seeds represent the same kind of sterility.
Terminator seeds have no agricultural value other than creating corporate monopolies. The Sierra Club, more of a mainstream "conservation" organization than a radical "environmentalist" one, makes the exact same case:
"This technology would protect the intellectual property interests of the seed company by making the seeds from a genetically engineered crop plant sterile, unable to germinate. Terminator would make it impossible for farmers to save seed from a crop for planting the next year, and would force them to buy seed from the supplier. In the third world, this inability to save seed could be a major, perhaps fatal, burden on poor farmers." (2)
What makes this Order 81 even more outrageous is that Iraqi farmers have been saving wheat and barley seeds since at least 4000 BC, when irrigated agriculture first emerged, and probably even to about 8000 BC, when wheat was first domesticated. Mesopotamia' s farmers have now been trumped by white-smocked, corporate bio-engineers from Florida who strive to replace hundreds of natural varieties with a handful of genetically scrambled hybrids.
Where does such hubris come from? It comes from the entire mission surrounding the invasion of Iraq, which, upon closer inspection, had been planned years in advance by a faction of "neo-cons" who adopted Leon Trotsky's glorification of the state, his theory "permanent revolution," and his goal of exporting revolution worldwide. The neo-con revolution aims to alter the economic, political and cultural foundations of nations on the other side of the planet
(rejecting old-fashioned notions of self-determination, popular sovereignty and even the nation-state system).
This mission includes the transformation of agriculture and the establishment of "food control" over local populations.
Order 81 fits into this revolutionary program, and it is quite diabolical upon closer inspection. First, it forces Iraq's commercial farmers to use registered terminator seeds
(the "protected variety"). Then it defines natural seeds as illegal (the "infringing variety"), in a classic Orwellian turn of language.
This is so incredible that it must be re-stated: the exotic genetically scrambled seeds are the "protected variety" and the indigenous seeds are the "infringing variety."
As Jeffrey Smith explains, author of Order 81: Re-Engineering Iraqi Agriculture:
"To qualify for PVP [Plant Variety Protection], seeds have to meet the following criteria: they must be 'new, distinct, uniform and stable'...
it is impossible for the seeds developed by the people of Iraq to meet these criteria. Their seeds are not 'new' as they are the product of millennia of development. Nor are they 'distinct'. The free exchange of seeds practiced for centuries ensures that characteristics are spread and shared across local varieties. And they are the opposite of 'uniform' and 'stable' by the very nature of their biodiversity. " (3)
Order 81 comes with the Orwellian title of "Plant Variety Protection." Any self-respecting scientist knows, however, that imposing biological standardization accomplishes the exact opposite: It reduces biodiversity and threatens species. So Order 81 comes with an Orwellian title and consists of Orwellian provisions.
Jeffrey Smith peels away the layers of mischief behind Order 81, finding it nonsensical that six varieties of wheat have been developed for Iraq:
"Three will be used for farmers to grow wheat that is made into pasta; three seed strains will be for 'breadmaking. '
Pasta? According to the 2001 World Food Programme report on Iraq, 'Dietary habits and preferences included consumption of large quantities and varieties of meat, as well as chicken, pulses, grains, vegetables, fruits and dairy products.' No mention of lasagna. Likewise, a quick check of the Middle Eastern cookbook on my kitchen shelves, while not exclusively Iraqi, reveals a grand total of no pasta dishes listed within it.
There can be only two reasons why 50 per cent of the grains being developed are for pasta. One, the US intends to have so many American soldiers and businessmen in Iraq that it is orienting the country's agriculture around feeding not 'Starving Iraqis' but 'Overfed Americans'. Or, and more likely, because the food was never meant to be eaten inside Iraq at all…" (4)
Just in case Iraqi farmer can't read, Order 81 enforces the new monopoly on seeds with the jackboot. Order 81 makes this clear in its own text, buried at the bottom of the document, as is most screw-you fine print:
"The court may order the confiscation of the infringing variety as well as the materials and tools substantially used in the infringement of the protected variety. The court may also decide to destroy the infringing variety as well as the materials and tools or to dispose of them in any noncommercial purpose." (5)
Order 81 is about power and profit, but it disguises itself as humanitarian legislation.
Topping it all off, the entire document puts on rather magisterial airs. It was signed by L. Paul Bremer himself, with his own hand, and presumably with his own pen:
"Pursuant to my authority as Administrator of the Coalition Provisional Authority…"
Like the Roman Proconsuls, Paul Bremer also spent a year in the provinces, governing the so-called barbarians…

UN announces green ‘New Deal’ plan to rescue world economies

October 25, 2008 · No Comments

By Paul Eccleston
A global green ‘New Deal’ is needed to transform the world’s economies, according to a new UN report.
It would be similar to Franklin D Roosevelt’s New Deal which helped the US recover from the Great Depression of the 1930s.
But it would be aimed at a fundamental restructuring of economies weaning away dependence on oil and towards cleaner and more sustainable sources of energy.
The Green Economy Initiative from the UN Environment Programme (UNEP) calls for global economies which invest in better care and management of the Earth’s natural resources such as rainforests and oceans.
Rather than more boom and bust cycles and the continued asset stripping of dwindling resources, the new green system would nurture and re-invest in them.
It would refocus the global economy, create growth, trigger a 21st century employment boom and at the same time combat climate change, it is claimed.
Launching the report in London Achim Steiner, UNEP executive director, said the worldwide financial crisis had created an historic opportunity to replace a system which had seen the world’s GDP double between 1981-2005 but which had resulted in 60 per cent of the Earth’s ecosystem being degraded while 2.6bn people were still living on less than $2 per day.
He said the financial, food and fuel crises of 2008 had been caused by speculation and a failure by governments to regulate markets but they were also part of a wider market failure which was eating away the world’s natural resources.
The system was also over-reliant on a finite amount of fossil fuels - coal, oil and gas - which were often subsidised.
“The flip side of the coin is the enormous economic, social and environmental benefits likely to arise from combating climate change and reinvesting in natural infrastructure -
benefits ranging from new green jobs in clean teach and clean energy businesses up to ones in sustainable agriculture and conservation- based enterprises,” he said.
Mr Steiner said that even though the world’s focus was on the financial crisis, the pressing problems of food, fuel, energy and especially climate change had not altered and the world had no alternative but to reach a deal at the climate conference in Copenhagen next year.

Denouncing the morally corrupt menace of the NWO martial law command economy and order out of chaos illumiNazi final solution!

“We need to accelerate towards a green economy. We are talking about nothing less than the transformation of our economies in effect a global green New Deal,” he said.
“There will be challenges in bringing about this transformation but there are enormous opportunities and potential and it pays us to do so but governments need to change the signals about how the markets work.”
The report has identified six keys areas which would underpin the New Deal:
* Clean energy, cleaner technologies including recycling
* Rural energy including renewables and sustainable biomass
* Sustainable agriculture
* Ecosystem infrastructure
* Reduced emissions from deforestation and degradation.
* Sustainable cities including planning, transport and buildings.
Pavan Sukdhev, a banker seconded to UNEP, who is leading an attempt to draw up an ‘inventory’ of the Earth’s resources and what they are worth, said current economic models were now at the limit of what they could deliver.
“Investments will soon be pouring back into the global economy - the question is whether they go into the old, extractive short-term economy of yesterday or a new green economy that will deal with multiple challenges while generating multiple economic opportunities for the poor and the well-off alike.”
The UNEP is developing a tool-kit for transforming economies which it will deliver to governments within the next two years.

DARPA building search engine for video surveillance footage

By Julian Sanchez

October 21, 2008

The government agency that birthed the Internet is developing a sophisticated search engine for video, and when complete will allow intelligence analysts to sift through live footage from spy drones, as well as thousands of hours worth of archived recordings, in order to spot a variety of selected events or behaviors. In the past month, the Defense Advanced Research Projects Agency announced nearly $20 million in total contracts for private firms to begin developing the system, which is slated to take until at least 2011 to complete.

According to a prospectus written in March but released only this month, the Video and Image Retrieval and Analysis Tool (VIRAT) will enable intel analysts to "rapidly find video content of interest from archives and provide alerts to the analyst of events of interest during live operations," taking both conventional video and footage from infrared scanners as input. The VIRAT project is an effort to cope with a growing data glut that has taxed intelligence resources because of the need to have trained human personnel perform time- and labor-intensive review of recorded video.

The DARPA overview emphasizes that VIRAT will not be designed with "face recognition, gait recognition, human identification, or any form of biometrics" in mind. Rather, the system will search for classes of activities or events. A suggested partial list in the prospectus includes digging, loitering, exploding, shooting, smoking, following, shaking hand, excahnging objects, crawling under a car, breaking a window, and evading a checkpoint. As new sample clips are fed into the system, it will need to recognize the signature features of new classes of search terms.

How VIRAT would work in action

VIRAT will be rolled out in three phases, each assigned to a different contractor in order to prevent conflicts of interest. The first phase, design of an initial prototype, will be handled by New York–based Kitware, Inc., which The Washington Post reports is heading a consortium of 9 companies and universities that will work on the $6.7 million project. (Correction: The Post initially misidentified the consortium as comprising 19 members..) Later phases will refine and optimize the search algorithm, then demonstrate its capabilities on real-world data. Massachussets- based BAE Systems National Security Solutions and Lockheed Martin were also awarded VIRAT contracts, presumably for these later phases, totalling $7.2 million and $5.5 million respectively.

By the end of the final phase of development, according to DARPA's plan, VIRAT will process at least 58 megapixels per second, with an accuracy rate of 95 percent.

DARPA spies on analyst brains; hopes to offload image analysis to computers

By John Timmer

November 12, 2007

As things currently stand, computers have some pretty severe limitations when it comes to image analysis, as they frequently misidentify the basic components of an image. That leaves humans the undisputed champs at recognizing significant features of photographs. From a military and intelligence perspective, this is a big problem: it's easy to obtain images, meaning trained image analysts are the big bottlenecks when it comes to intelligence. To avoid this problem, DARPA is working on developing a human/machine hybrid process to speed the screening of image data.

The work takes advantage of the fact that the brain does a lot of work in filtering visual information before making the conscious mind aware of what has been seen. This can take the form of weeding out distractions, generating associations, and identifying features that may be worthy of further attention. All of these process happen even if images are only visible for fractions of a second.

The DARPA program funds Honeywell to work with academic researchers to listen in on the brain's internal conversation to help filter out those images that aren't worth detailed analysis. Trained analysts are fitted with electrodes that monitored their brain activity, and then shown stacks of 50 images in rapid succession.

Each image was visible for only 50-100 milliseconds, meaning the analysts could view many thousand images in the span of an hour (details of the work are available on pages 26-36 of this PDF). The researchers found that distinct patterns of electrical activity were apparent starting 250 milliseconds after a target image was visible. Images that trigger this signal can be tagged as meriting more careful analysis.

According to the Wall Street Journal (subscription required), Honeywell is now ready to demonstrate the system, and is already on looking to expand its scope to medical imaging. One thing that's not been mentioned in this material, however, is how the analysts feel after enduring a 20-minute-long image bombardment.

Darpa Wants to See Inside Your House

By Noah Shachtman October 22, 2008

The Pentagon wants to be able to peer inside your apartment building -- picking out where all the major rooms, stairways, and dens of evil-doers are.

The U.S. military is getting better and better at spotting its enemies, when they're roaming around the streets. But once those foes duck into houses, they become a whole lot harder to spot. That's why Darpa, the Defense Department's way-out research arm, is looking to develop a suite of tools for "external sensing deep inside buildings." The ultimate goal of this Harnessing Infrastructure for Building Reconnaissance (HIBR) project: "reverse the adversaries' advantage of urban familiarity and sanctuary and provide U.S. Forces with complete above- and below-ground awareness."

By the end of the project, Darpa wants a set of technologies that can see into a 10-story building with a two-level basement in a "high-density urban block" -- and produce a kind of digital blueprint of the place. Using sensors mounted on backpacks, vehicles, or aircraft, the HIBR gear would, hopefully, be able to pick out every room, wall, stairway, and basement in the building -- as well as all of the "electrical, plumbing, and installation systems."

Darpa doesn't come out and say it openly. But it appears that the agency wants these HIBR gadgets to be able to track the people inside these buildings, as well. Why else would these sensors be required to "provide real-time updates" once U.S. troops enter the building? Perhaps there's more about the people-spotting tech, in the "classified appendix" to HIBR's request for proposals.

There are already a number of efforts underway, both military and civilian, to try to see inside buildings. The Army has a couple of hand-held gadgets that can spot people just on the other side of a wall. Some scientists claim that can even catch human breathing and heartbeats beyond a barrier.

Darpa's Visibuilding program uses a kind of radar to scan structures. The problem isn't sending the radio frequency (RF) energy in. It's "making sense of the data produced from all the reflected signals" that come back, Henry Kenyon wrote in a recent Signal magazine article. Besides processing data from the inside a structure, the system also must filter a large amount of RF propagation in the form of randomly reflected signals. Although radar technologies exist that can track people in adjacent rooms, it is much more difficult to map an entire building. “Going through one wall is not that bad, but a building is basically an RF hall of mirrors. You’ve got signals bouncing all over the place,” Darpa program manager Dr. Edward J. Baranoski says. Field trials are supposed to get underway this fall.
