In a new paper, author and physics professor Didier Sornette, presents the concept of “dragon-kings” — outlier events that exist within conventional power law distributions.
Power law distributions are kind of like bell-curve distributions, but their tails (where ‘extreme’ events occur) are much longer, so that extreme events are considered rather more frequent. Here for instance is a power law distribution, from Sornette’s paper, of the Dow Jones Industrial Average:
Sornette’s main assertion, then, is that while black swans, the outliers made famous by Nassim Nicholas Taleb, are generally considered unexpected since they are simply bigger than other events in the distribution, dragon-king events are a rather different beast altogether. Here’s his comment:
If events of large impacts are part of a population described by a power law distribution, the common wisdom is that there is no way to predict them because nothing distinguish them from their small siblings: their great sizes and impacts come out as surprises, beyond the realm of normal expectations. This is the view expounded for instance by Bak and co-workers in their formulation of the concept of self-organized criticality [14,15]. This is also the concept espoused by the “Black Swan Theory” [16], which views high-impact rare events as unpredictable . . .
The following examples suggest that, in a significant number of complex systems, extreme events are even “wilder” than predicted by the extrapolation of the power law distributions in their tail. Below, we document evidence for what can be termed genuine “outliers” or even better “kings” [17] or “dragons.”
On the financial side, dragon-kings work something like this, according to Sornette:
Fig.7 [of the DJIA above] shows the survival distribution of positive (continuous line) and negative daily returns (dotted line) of the Dow Jones Industrial Average index over the time interval from May 27, 1896 to May 31, 2000 [7]. No dragon-king is apparent and it seems that the distribution of large losses and large gains are pure asymptotic power laws [28].
But this is missing the forest for the tree! Our claim is that financial returns defined at fixed time scales, say at the hourly, daily, weekly or monthly time scales, are revealing only a part of the variability of financial time series, while a major risk component is gravely missing.
Since we are interested in characterizing the statistics of extreme events, to illustrate our claim, consider the simplified textbook example of a crash that occurs over a period of three days, as a sequence of three successive drops of 10% each summing up to a total loss of 30%. Now, a 10% market drop, that occurs over one day, can be seen in the data of the Nasdaq composite index to happen on average once every four years. Since there are approximately 250 trading days in a year, a 10% market drop is thus a 10-3 probability event. What is the probability for observing three such drops in a row? The answer is (10-3)3=10-9. Such one-in-one-billion event has a recurrence time of roughly 4 million years! Thus, it should never be observed in our short available time series. However, many crashes of such sizes or larger have occurred in the last decades all over the world.
What is wrong with the reasoning leading to the exceedingly small 10-9 probability for such a crash? It is the assumption of independence between the three losses! In contrast, our claim is that financial crashes are transient bursts of dependence between successive large losses. As such, they are missed by the standard one-point statistics consisting in decomposing the runs of losses into elementary daily returns. With some exaggeration to emphasize my message, I would say that by cutting the mammoth in pieces, we only observe mice.
We thus propose to analyze drawdowns (and their symmetrical drawups), because they are better adapted to capture the risk perception of investors, and therefore better reflect the realized market risks. Indeed, we demonstrate below that the distributions of drawdowns diagnose efficiently financial crashes, which are seen as dragon-kings, i.e., special events associated with specific bubble regimes that precede them.
Well, it sounds like a useful — albeit scary — distinction.

A huge simulation coordinated by the Federal Emergency Management Agency (FEMA) and the Department of Homeland Security (DHS) has begun today with no mainstream media coverage at all.
The security exercise known as National Level Exercise 09 (NLE 09) will last for five days and will involve foreign security officials working in conjunction with the US military, as well as Federal, State, Local Tribal and Private Sector representatives.
According to a factsheet in the recesses of the FEMA website, the agency will host National Level Exercise 2009 (NLE 09) on July 27 through July 31, 2009:
“NLE 09 will be the first major exercise conducted by the United States government that will focus exclusively on terrorism prevention and protection, as opposed to incident response and recovery,” the factsheet states. It is designated as a Tier I National Level Exercise, or TOPOFF, which are exercises conducted annually in accordance with the National Exercise Program (NEP), “which serves as the nation’s overarching exercise program for planning, organizing, conducting and evaluating national level exercises,” according to FEMA.
NLE 09 “will focus on intelligence and information sharing among intelligence and law enforcement communities, and between international, federal, regional, state, tribal, local and private sector participants”.
The FEMA information sheet states that the exercise involves a scenario that begins “in the aftermath of a notional terrorist event outside the United States, and exercise play will center on preventing subsequent efforts by the terrorists to enter the United States and carry out additional attacks. This scenario enables participating senior officials to focus on issues related to preventing terrorist events domestically and protecting U.S. critical infrastructure.”
The exercise will also include agencies in Britain, Mexico, Canada and Australia, the Department of Homeland Security has said. The Navajo Nation will also participate.
“This year the United States welcomes the participation of Australia, Canada, Mexico and the United Kingdom in NLE 09.” The FEMA factsheet does not explain why the participation of foreign officials is necessary, nor does it elaborate on the roles they will play.
Canadian federal involvement was today confirmed in a press release attributed to “Public Safety Canada”. The Press release also noted the involvement of the United Kingdom, Australia and Mexico.
An independent reporter from Oklahoma (or FEMA region VI) was informed that NLE 09 is not “media friendly” because it largely involves people looking at computer screens in Oklahoma City and Tulsa.
After asking if it would be possible to sit in on the exercise, Andrew W. Griffin
of Red Dirt Report was told by Brook Arbeitman, the public information officer for the Oklahoma Office of Homeland Security, that this was not possible and that the exercise is mostly decompartmentalized.
Arbeitman, interestingly enough, could not answer some more in-depth questions about NLE 09 because she is a role player in the exercise, playing – you guessed it – a public information officer for Oklahoma Office of Homeland Security and as a result “is not privy” to some of the specifics.
“We will be playing along with everybody to whatever extent the exercise” proceeds, Arbeitman said.
According to FEMA, the Departments of Homeland Security, Defense, Justice, and State, the Office of the Director of National Intelligence and a broad spectrum of component agencies, offices and commands will all participate in the exercise.
NLE 09 activities will take place at command posts, emergency operation centers, intelligence centers and field locations throughout the country, including federal headquarters facilities in the Washington, D.C. area as well as facilities in Arkansas, Louisiana, New Mexico, Oklahoma, Texas and California.
In our previous story on NLE 09, we noted that this exercise is a continuation of previous simulations under FEMA and the DHS that have involved the rounding-up and internment of American citizens labeled as “suspected terrorists”.
Under REX 84 and other operations, FEMA, in association with 34 other federal civil departments and agencies, has consistently trained to detain large numbers of Americans.
We also noted that several recently leaked Department of Homeland Security, FBI, and local law enforcement documents have stated that the focus of security operations should be “rightwing extremists” who support the Second Amendment and states’ rights and oppose abortion and open borders.

Portland came close to a terror attack on October 18, 2007 — the last day of TOPOFF-4, an exercise very much like NLE 09 in its scope. The day started out with a Ghost Troop alert to Southeast Texas, followed by a Dow Chemical explosion in Southeast Texas a few hours late . . . followed by the first assassination attempt against Benazir Bhutto . . . followed by a bomb scare and the closure of downtown Portland while Michael Chertoff was close by. It was a three-in-one false flag day. We were hounded throughout our mission to protect Portland by COINTELPRO operators, pseudonymic sorts like “Col. Jenny Sparks” and “Arabesque.” We had a U.S. Army Signal Corps propagandist “RTO Trainer” (an anagram for “anti-terror”) attacking us, too. Washington, D.C. has been busy with terror drills. Wednesday, in the early morning, they received the same NORAD midnight maneuvers that Chicago had received 24 hours earlier. They had the same amount of advance warning: almost none. On June 22 NORAD was participating in Ardent Sentry, a terror exercise simulating train derailments. On that very day, the Air Guard general in charge of D.C. Air defenses on 9/11 died in a freak D.C. train derailment. On June 10 NORAD conducted mid-day exercises in downtown Washington D.C. The Holocaust Museum shootings occurred in the middle of those exercises. CNN slammed Ghost Troop for asking questions about what happened.

Vibrant Response” Exercise to Fall on Heels of NLE 09

Consequence-management response forces, or CCMRF, are staging a training exercise beginning July 31 to prepare for potential domestic disasters capable of injuring or killing several thousand civilians.
The “Vibrant Response” exercise will be conducted by the Chemical, Biological, Radiological, Nuclear and High-Yield Explosive, or CBRNE Joint Response Force, through Aug. 14.
“It’s going to be extremely complex and require a tremendous amount of coordination with other agencies and locals at various levels,” said Maj. Gen. John Basilica, commander of Operational Command Post 1, U.S. Army North. “It is all designed to test and challenge the headquarters and command in control elements to make sure they can work together to respond quickly, because speed is the most important piece of this.”
The service members will be given a situation in which they will be testing communication capabilities and reactions. Participants will be role-playing as certain pubic figures, like mayor and governor, in one scenario.
CBRNE is made of three divisions, 9.1, 10.1 and 10.2; 10.1 and 10.2 are being trained to be combat-ready by Oct. 1. Basilica heads up the 10.2 task force, which consists of reserve-component units.
The exercise will involve about 400 to 500 people at Fort Leavenworth, Kan. The two divisions will each train one week, in succession with one another. Each CCMRF unit contains three task forces — medical, operations and aviation, in addition to smaller elements with specific technical expertise. The Operation Task Force 2/18 MEB from South Carolina, Medical Task Force 3/30 MEB from Illinois, and Aviation Task Force 11 from Kentucky will all participate in the exercise.
Response force a 'serious capability' in a crisis
“We don’t get that many opportunities to provide these specific headquarters together and train in a command-post type exercise,” Basilica said.
The CBRNE was transferred to U.S. Northern Command’s Joint Task Force Civil Support in October 2002. JTF-CS provides support from active, Guard and Reserve members, and civilians, who are all commanded by a National Guard general officer.
CBRNE is designed to work with federal agencies like the Federal Emergency Management Agency and Center for Disease Control, to aid, restore and prevent casualties in instances of major disaster.
The CCRMF is only used after all local, state and federal resources have been exhausted, Basilica and Collins said.
“We hope to God that there are no terrorist attacks or no major industrial accident in the U.S. where the city, state or federal government might ask for additional capabilities. We hope that does not happen, but if it does, I think it’s a great story for the nation that you have these multiple CCMRF forces that would be trained and ready to step in and assist the states if they ask for extra help,” Collins said.
NLE 09 in Florida: Military Drone or Dragonfly Captured on Video?
I came across a YouTube member that has participated in a nationwide "Operation Ovewatch," which reports on unusual activity that is/may be related to the NLE 09 military exercises.
One YouTube member posted a video of a FEMA exercise in his neighborhood. He reported of FEMA agents mixing a strange-smelling formula and captured "silent airplanes" on video.
None of this struck me, until another individual pointed out that a military drone or dragonfly was captured on video at the 4:48 time mark. I Googled a few photos of dragonflys and they all seem to have very narrow bodies.
The "dragonfly/drone" captured on the YouTube video is quite broad at the base.
Anybody care to provide some input.

It shows a flatbed trailer ferrying a couple black SUV Suburbans with Defense logos on them (described as Fifth Army, HHC CSRD). The video was shot on I-35 between San Marcos and Austin, Texas. I did a tour in Iraq, 05-06, and I dont remember any civilian models this heavily equipped being there, writes Bratton.
The transport of these heavily equipped vehicles occurred a month before NLE 09, the FEMA exercise that kicks off this week. Is it possible these vehicles are related to the exercise aimed at confronting domestic terrorists, defined by the DHS as rightwing extremists?

The Department of Homeland Security has launched the DHS YouTube Channel and announced the redesign of www.DHS.gov — steps to enhance the Department’s Web presence, increase transparency and provide accurate, up-to-date information to the public.
“Social media plays an increasingly large role in our engagement with the public, especially in the event of an incident or disaster,” said DHS Secretary Janet Napolitano. “These new tools will facilitate an open dialogue about the Department’s security efforts across the nation and around the world.”
The YouTube Channel, found at www.youtube.com/ushomelandsecurity, will allow DHS to use video to highlight events, speeches, public service announcements and other related content. DHS’s emphasis on Web 2.0 tools such as YouTube allows the Department to provide greater transparency and access to the public and our state, local, territorial, tribal, private sector, and international partners.

Is the WHO/FEMA “counter terrorism” exercise a pretext to target the civilian population?

The WHO and FEMA “couterterrorism” exercise currently being carried out by Canadian, UK, Australian, Mexican and German troops on American soil appears to be a pretext to place large numbers of foreign troops serving under the UN flag among the US civilian population, and also across a wide geographical area.
If these were conventional military exercises, there would be no contact between the UN troops and the local population, but counter terrorism or counter insurgency views the civilan population as a prime target.
Working on the assumpation there are hostile “terrorists” among the population and to maintain “peace”, troops are supposed to carry out mass screenings, interrogations, cordon off areas, restrict the movement of the inhabitants etc
It is clear that any such activities are going to be unwelcome to local civilian communities in the US going about their daily business, and the appearance of UN armoured cars, roadblocks and armed soldiers, at say, an intersection will generate an atmosphere of fear and uncertainty.
Under cover of these “exercises” and the resulting confusion about what is “real” and what is a “game”, Homeland Security and FEMA units could begin mass detentions and mass forced vaccinations.
Homeland Security has been gathering information on the US population for years and lists of targets have been compiled.
To resist this “take-over” will require the local law enforcement, the Sheriffs, and also the US military to stand together shoulder to shoulder with the community.
Only the local Sheriff backed up by his community and local military will have the authority to tell UN troops erecting cordons, roadblocks or check points and practising “interrogations” that the “exercises” are creating an unwelcome disturbance to the local community and is also illegal according to the local laws.
Only local law enforcement has the authority to lay down guidelines for what is acceptable conduct for such an UN exercise and demand that the UN troops adhere to those guidelines.
Since the UN troops are theoretically taking part in a training exercise, and should have no authority under the UN’s own constitution to start a conflict or viiolate human rights, the troops should back down.
Without the cover of the UN troops, Homeland Security and FEMA will find it much harder to carry out any illegal mass detentions. If they do, they must be held to account immediately, the units placed under arrest and the detainees freed.
Please talk to your local law enforcement, military and community and ask them for a show of solidarity in defending your community’s living space and civic rights from agencies, foreign or domestic, who seek to restrict to impose their will on American soil illegally. Draw the line in the sand and go after every small violation of that line to establish authority. Stand by your neighbour if they are in trouble and get others behind you. Do not let people be harassed or picked off one by one until your turn comes.
Also, consider that many of the UN troops on the ground will be ordinary soldiers who do not have an insight into the bigger picture. Their own countries are facing the same prospect as the people of the US of mass forced vaccinations and quarantines under WHO in response to a pandemic “threat”, dramatised and exaggerated out of all proportion by WHO. Give them the information to help them understand their lives are also threatened by the WHO global population reduction agenda.

Susan Bayh, who was a midlevel lawyer for the politically active Eli Lilly and Co. while her husband was governor of Indiana, did not serve on the board of a single public health-care company until it was clear her husband was about to ascend to the U.S. Senate. Only one month before Evan Bayh was elected to the Senate in a landslide vote, his wife was appointed to serve on the board of what would become the nation's largest health insurance company -- and arguably the company with the most at stake in the health-care reform debate.
Within a few years, numerous companies recruited her, and she eventually served on the boards of eight companies. At least one of them asked her to reduce the number of boards she served on, apparently because she was spread too thin to be effective.
Adding to speculation about a connection between her board memberships and her husband's office is Susan Bayh's unwillingness to discuss the matter, including for this story. She has declined several requests for comment on her corporate interests, making it difficult to tell where those interests end.
Bayh is going to be one of the biggest obstacles to health care reform in the Senate. As Think Progress told us back in March, one of the reasons Bayh set up the Blue Dog Senate caucus to block Obama's agenda. It won't hurt his wife's business interests either. Funny thing, huh?
Here's something Evan and Susan Bayh should be proud of: Indiana has fallen into the bottom third of state rankings on health of its citizens. But, Evan and Susan have great health care coverage -- and lots and lots of money from the health care industry.

Pagan police get solstice leave

Pagan police officers in some areas are being allowed to take as many as eight days leave a year for events such as the summer solstice and Halloween.It comes after the Pagan Police Association was set up following discussions with Home Office officials.
Policy on police leave varies between forces in England and Wales.
Hertfordshire Police lets Pagan staff re-allocate the traditional bank holidays to meet their beliefs - it has also appointed two Pagan chaplains.
Pc Andy Pardy, a Pagan neighbourhood beat officer in Hemel Hempstead, Herts, was one of the officers involved in setting up the association.
Tree-huggers
He told Police Review: "Paganism is not the new age, tree-hugging fad that some people think it is.
"It is not the clandestine, horrible, evil thing that people think it is. A lot of people think it is about dancing naked around a fire.
"But the rituals involve chanting, music and meditation. For Pagans, the practices are seen to have the same power as prayer does for Christians."
Pc Pardy is allowed to take eight days per year for Pagan events - which form part of his annual leave.
Pagans worship nature and believe in many gods and their practices include witchcraft and druidism.
According to the Office for National Statistics there were 31,000 people practising Paganism in England and Wales in 2001.
Another officer, Pc Andy Hill, of Staffordshire Police, is a practising Wiccan - a kind of Pagan witch.

He has offered to use spells to give fellow officers a helping hand with promotion exams or to heal ill colleagues and is the founder of the Pagan Police Group UK, a website for Pagan police officers and their families.
He told Police Review: "Wiccan has always been a bit of a taboo religion, there are lots of misconceptions about it.
"This is nothing to do with black magic or devil worshipping. Witchcraft is not the hocus pocus, puff of smoke, turning people into frogs stuff you see on television. It is working with nature for good."
Superintendent Simon Hawkins, of Hertfordshire Police, said: "While balancing operational needs, the force's religion and beliefs policy gives all staff the choice of re-allocating the traditional Christian bank holiday festivals to suit their personal faith beliefs and this has been very well-received from a number of faith groups including Muslim and Jewish.
No public funding
"The force strives to provide a receptive environment for all its staff and our faith work stream is a positive example of our commitment to meet the diverse needs of all who work for us and the public we serve."
A Home Office spokesman said: the Pagan Police Association did not receive any funding from the Home Office.
He added: "The government wants a police service that reflects the diverse communities it serves.
"It is down to individual forces to make reasonable adjustments to accommodate the religion or beliefs of individual officers, as far as operational requirements permit."

The Obama administration has announced the distribution of $1 billion in grants to hire 5,000 “local” police nation-wide.

PHILADELPHIA — A $1 billion stimulus program to keep cops on the streets was praised Tuesday as a heavenly blessing in places like tiny Anguilla, Miss. – while New York City and other places that got nothing cursed their luck.
Vice President Joe Biden and Attorney General Eric Holder said the money from the Community Oriented Policing Services program, called COPS, was sent to places with the highest crime rates and the biggest budgetary problems.
"These officers will go to where they are needed most," Holder said.
The high demand for aid – from more than 7,000 agencies – is indicative of the tough economic times they are facing, the attorney general said.
That was little comfort to those who didn't get COPS money, like New York, Pittsburgh, Houston, Seattle and Phoenix. Those cities were among the roughly 6,000 applications rejected.
For every $1 to be delivered, another $7 in requests will go unanswered under the stimulus package grant program.
Biden called paying cops' salaries "a moral obligation," and said cities left out of funding now will get other money from a different federal grant program.
New York City had asked for almost $650 million from the COPS program. It got zero. Local lawmakers of both parties called the decision a disgrace and an outrage.
Mayor Michael Bloomberg, an independent, said the federal government has a "perverse" inclination to send money to failing programs, instead of ones that work.
Trying to put the best face on the brush-off from the federal government, Bloomberg called the lack of COPS money a "compliment" because the Obama administration recognized the city's low crime rate and balanced budget.
In Pittsburgh, police chief Nate Harper said he was disappointed but proud of the reasons he's not getting help.
"I'd rather have a safe city than have to depend on stimulus money," Harper said. "It is a good thing that the city crime stats are down," but he called it a "sour note" that lower crime means less money from Washington.
For the three-person police squad in Anguilla, Miss., the extra money is a godsend.
"This is a blessing from the sky," Assistant Police Chief Roy Sias said. The grant will help them hire one full-time and one part-time officer, he said.
Governors and mayors who are getting the help were grateful.
"Thank goodness, thank goodness, that we are doing something not only to save jobs but to protect communities across America," said Jon Corzine, the Democratic governor of New Jersey at the announcement in Philadelphia.
Philadelphia's mayor, Michael Nutter, also a Democrat, called the $10.9 million his city will get "an incredible opportunity and a full demonstration that the federal government has a role to play, can do something to make our cities safe and enjoyable for all of us."
Each state is entitled to at least $5 million in COPS money.
Other places getting COPS aid include: Mobile, Ala.; Mesa, Ariz.; Tulare County, Calif.; Monroe County, Fla.; the Seminole Tribe of Florida; Baltimore; Kalamazoo, Mich.; Rochester, N.Y.; Providence, R.I.; Salt Lake City, and Huntington, W.Va.
As local governments bleed red ink and officials look to plug budget gaps, they have swamped the government with a record number of requests for aid under the program.
Seeking to quiet the chorus of complaints even before the announcement was official, the Justice Department said Tuesday that New York City will get $7 million from another grant program. New York City was almost certain to get those funds anyway, since that program delivers money based mostly on a pre-set population-based formula.
The Big Apple also has a touchy history with Washington when it comes to federal aid for police costs. In 2006, the Bush administration sparked an uproar when it slashed homeland security money for New York City.
The Justice Department estimates the grant awards will help hire 3,818 new officers, and retain 881 positions that would otherwise be lost to budgetary belt-tightening.
That makes a total of 4,699 officers – still short of the program's announced goal of hiring 5,000 officers.
Under the COPS program, the federal government pays the officers' salary and benefits for three years, after which the local government is responsible for the costs.
Local police chiefs have been waiting anxiously for months to learn what they will receive, and understood even before the decisions were announced that many would be disappointed.

Man Who Threatened Obama, Calls Himself Messiah

JACKSON, Miss. -- A man who is accused of posting online threats to assassinate President Barack obama says he’s competent to stand trial.
Steven Joseph Christopher testified in federal court Monday that he’s the messiah but said that he never had plans or the ability to hurt obama. Christopher, of Wisconsin, was arrested in January by the Secret Service in Brookhaven and was charged with threatening to assassinate obama for what he claimed was "the country's own good," according to federal prosecutors.
A news release said Christopher made the threats Jan. 11 and 15 on the Web site www.alien-earth.org. The video has also appeared on YouTube.
Christopher said the threats were an effort to get his platform out. He said that the world will be destroyed by fire on Dec. 12, 2012 and that the only safe place will be central Australia, where he will lead the survivors as the messiah.
Rodolfo Buigas, a forensic psychologist for the Bureau of Prisons, testified during Monday’s hearing that Christopher understands that the threats were wrong, but said that he is delusional and therefore not competent to stand trial.
During Buigas' testimony, Christopher yelled out in the courtroom and called him a liar. Christopher’s attorney said that two grad students had interviewed Christopher and said Buigas had only spoken with him for a few minutes.
Christopher’s attorney argued that his client is competent to stand trial.
Judge Henry Wingate will resume testimony about Christopher’s competency to stand trial on Tuesday before making a ruling.
