Credit goes to fromkhadija and mynyzone for finding this.Robert is not a shape shifter. There is a difference. He's a reptilian projecting the image of a human. Somehow cameras have been picking up the fequency that allows us to see. But there have been other reports that the reptilians are having trouble holding there shape as of late.

Notice his skin changing green and his well the scales, notice also the background isnt affected when he moves his head back and forth, it is just him.
