Rumors of an upcoming terror attack to be blamed on Iran are moving around the world, "backchannel chatter." The primary suspect is Israel who is said to have a number of small "suitcase" type nuclear weapons, some primarily "dirty bombs," possibly supplied secretly by a previous US administration. These devices are in the "40 ton" range, highly radioactive, extremely small and can be engineered to leave the signature of a primitive device. They were originally engineered for use against Soviet armor and troop concentrations in Europe if a massed attack on NATO were to occur. Current conventional systems have made this type of weapon obsolete.

Things started to go wrong for Israel when top military leaders became increasingly suspicious of 9/11. None will openly admit to it, but as years have gone on, and Iraq and Afghanistan could no longer be called real security issues for the US, an unspoken movement toward lending a suspicious eye to Israeli involvement in 9/11 has festered. Israel's hand in propagandizing our news has become too obvious for trained observers to miss, with the direction not "pro-Israel" but looking more like a country covering for crimes.

* Possible complicity in some part of 9/11 with or without help from groups in the US and one other Middle Eastern nation known to secretly finance Israeli operations but pretending to be a "blood enemy" of the Jews
* Israeli complicity in massive financial crimes in the US, including engineering of the sub-prime mortgage collapse as an operation meant to destabilize the United States. That current financial reforms meant to prevent a repeat of this, pushed by President Obama (and military leaders) is opposed by groups financed by the Israeli lobby is a "smoking gun."
* Terrorist attacks in Iraq, Russia, Iran and Pakistan carry clear signs of involvement of one or more intelligence agencies being involved, among them Israel.
* Israeli political machinations backed by a massive propaganda and disinformation campaign attempting to justify an unprovoked attack on Iran, disinformation including "holocaust" rhetoric and clearly falsified intelligence on Iran's non-existent nuclear program are an almost perfect repeat of the same operation that pushed the Bush administration to mistakenly attack Iraq.
* Nuclear threats made by "extremists" in Israel against Western Europe went unheeded and the desired outcry of support for an attack on Iran never materialized. Israel would never have allowed prominent sources in its defense establishment to voice "crazy threats" to "nuke Rome" unless some purpose were served.
* Highly orchestrated attacks on the Obama administration, now finally working in close association with top military leaders, is meant to destablilize the US. Moving threats against the US, the engineering of a new market collapse by Goldman Sachs, an ineffective attack by Israel on Iran, cutting off all oil to the west or attempts by Israeli controlled media giants to forment civil unrest in the US are all "on the table" and being pushed forward.
The deteriorating situation in Iraq and Afghanistan have tied down so many resources that our defense capabilities, the contingency response that our defense planners have spent years creating and over a trillion dollars financing is a shambles. We are trucking supplies hundreds of miles through enemy territory to resupply in Afghanistan, that and flying everything thousands of miles across Russia followed by more trucking, hundreds of miles across enemy territory again. In the process, we are paying hundreds of millions of dollars a year to our own enemies, simply to keep ourselves in Twinkies and Ho Hos. America is saddled with an incompetent and corrupt ally who has hopelessly embroiled us in his endless and ineffective plots, all with a massive subtext of drug dealing, selling weapons to the enemy and double dealing with foreign intelligence services. How we got here is no secret and military leaders are unhappy. Why is FEMA trying to cover up NLE 10 Nuclear Detonation Exercises in Denver and Vegas
On April 13, 2010, Public Intelligence received a message from Danny Rains who is an investigator for the Federal Emergency Management Agency in the Office of Security requesting the removal of a document entitled “National Level Exercise 2010 (NLE 10) Exercise Overview”. The ten page document, which is described in FEMA’s request as “very sensitive”, consists of approximately 20 PowerPoint slides including the title page and was published nearly seven months ago on August 8, 2009. The document is labeled “For Official Use Only” and is marked as a draft copy. The contents of the brief are basically a calender of potential dates for the exercise and very brief descriptions of some preliminary plans for the exercise. The document has already been seen by a large number of people and has been discussed on a variety of websites and forums, which include mirrors in some cases. The document was originally discovered by us on the website of the local government in Mesquite, Nevada at the following link:

The document was removed at some point over the past month.
The question is why would FEMA specifically want this document removed? We have published a large number of documents from FEMA and DHS at the “For Official Use Only” level and have never before received a notice from them. However, the National Level Exercise planned for this year has been a subject of much controversy recently. In an article from late March titled “‘Terrorist attack’ on Las Vegas canceled: Politics over preparedness?”, Christian Science Monitor reporter Patrik Jonsson writes:
One thing is definite about this year’s federal play-acting exercise to assess national emergency preparedness: A faux radioactive nuke, or “dirty bomb,” will not be blowing up the Las Vegas Strip in May.
Reminiscent of Stephen King’s “The Stand” featuring a similar cataclysmic showdown in Vegas, the preparedness exercise proved too much for many Nevadans, already battered by a poor economy and worried about a PR nightmare.

The possibility that politics may have affected a national preparedness event rankles some Republicans on Capitol Hill, especially after Obama in July halted a Bush-era "scenario planning" program to review its effectiveness.
Canceling the Vegas exercise "just plays into the narrative ... that the public cannot handle any discussion of serious potential terror threats," writes John Solomon, a blogger who says he's writing a book about emergency preparedness. "As a result, it prevents our leaders from having an open dialogue which might actually improve our ability to respond."
But the president's supporters, including those deep inside the nation's emergency preparedness ranks, say the Obama White House may be shifting away from large-scale "open book" tests, practiced during President Bush's tenure, and toward "no-notice," or secretly planned, tests that thrust emergency managers into unexpected, sink-or-swim scenarios.

"The administration is reasonably asking questions about how the NLE program is constructed, what are the outcomes, how are the lessons learned used, which is all fair game," says Craig Vanderwagen, who served as assistant secretary for preparedness and response in the Department of Health and Human Services until his retirement last fall. "There is a school of thought that says, 'Let's do some no-notice testing and see what we've got.' And if you judge by the intensity by which the president and the White House have directed reviews on a lot of these activities, [no-notice] tests are within the realm of possibility."
That would represent a major shift for a national emergency preparedness plan that spans local, county, state, regional, and federal agencies. Cooperation under that plan is often marred by inadequate funding at various levels of government, as well as issues that limit the ability of Washington to fully control response scenarios.
Changing the NLE would test Obama's ability to maneuver a maze of congressional oversight that has often failed to close basic gaps in national preparedness, including first responders' ability to use a common radio system to communicate with one another.
Meanwhile, the clock is ticking on NLE 2010.
"The tendency right now is to be more focused on biological events [such as a pandemic] as opposed to manmade disasters, but we can't ignore the fact that there are still bad guys with evil intent doing bad things that could involve radiation and nuclear," says Mr. Vanderwagen. "The impact on our society of such an event would be huge – the idea of not being able to use New York City for a generation if we had that kind of exposure."

01/26/2010 -Al Qaeda's core leadership refuses to give up its nuclear ambitions and still craves to ignite a rising mushroom cloud over an American city, a retired CIA officer argues in a report released by Harvard today.
In the 32-page report, "Al Qaeda Weapons of Mass Destruction Threat: Hype or Reality?," Rolf Mowatt-Larssen, a senior fellow at the Belfer Center for Science and International Affairs at the Kennedy School of Government, argues Osama bin Laden and Ayman al-Zawahiri have not lost their desire to top the 9-11 attacks with an even more spectacular attack involving weapons of mass destruction (WMD), preferably nuclear weapons.
"To date...al Qaeda is the only [terrorist] group known to be pursuing a long-term, persistent and systematic approach to developing weapons to be used in mass casualty attacks," he writes.
The majority of the report chronicles al Qaeda's attempts to acquire chemical, biological, radiological, and nuclear WMD from its birth in 1988 until 2003.
But Mowatt-Larssen's argument doesn't only hinge on what al Qaeda core leadership has done, but what it has not done.
"The pursuit of crude toxins and poisons appears to have been of little interest to the al Qaeda leadership, even though the production of such weapons is easier and thus might seem more attractive for potential use in attacks," he writes.
According to Mowatt-Larssen, al-Zawahiri in March 2003 canceled an affiliated terrorist cell's attack on the New York City subway system using cyanide gas for "something better."
Mowatt-Larssen does however concede that the absence of an al Qaeda WMD attack since 9-11 does legitimately arouse skepticism considering the run up to war with Iraq.
"It is difficult to debunk this allegation," he writes, "given the US government's lack of credibility in the case of Iraqi WMD."
Mowatt-Larssen believes there are good, possibly overlapping reasons why al Qaeda's intentions have not become capabilities. First, the "sustained and ferocious counterterrorist response" to the 9-11 attacks by the U.S. and allied forces have destroyed much of the organization and disrupted its most apocalyptic ambitions. If that is the case, then he argues al Qaeda must perpetually be denied a safe haven to rebuild its capabilities.
Second, there's the possibility al Qaeda will only settle for something bigger than 9-11. If so, then core al Qaeda is struggling to not only acquire or develop WMD capabilities but to plan and unleash such a spectacular attack "in an environment of heightened security and vigilance in the US."
The attacks of 9-11, however, provides historical ammunition to support his second hypothesis, Mowatt-Larssen argues. Al Qaeda did not resort to crude weaponry or devices to attack the United States that September morning, rather it devised "a highly complex and artfully choreographed plot" that turned 747s into missiles, he explains.
Before laying out core al Qaeda's 15-year quest for WMDs ending in 2003, Mowatt-Larssen tries to convince readers of the threat by alluding to the terrorist organization's past intentions and actions, including Bin Laden's 1998 declaration that it was a religious duty for Muslims to acquire WMDs for their defense.
"Presenting this chronology will hopefully allow the reader to develop a better feel for the threat posed by al Qaeda's interest in WMD at that time, and use it as a basis to help determine whether the WMD terrorism threat is real."
The possibility that politics may have affected a national preparedness event rankles some Republicans on Capitol Hill, especially after Obama in July halted a Bush-era “scenario planning” program to review its effectiveness.
Oh and by the way.... "JTF" stands for 'Joint Task Force' In U.S. terminology, now widely adopted, including Foriegn Troops.
A Washington Post article from April 2, 2010 states that the National Level Exercise is being scaled back, and that the “plan was to stage the nation’s first live exercise that simulates a nuclear bomb being detonated by terrorists in an American city, with 10,000 emergency responders, U.S. troops and officials playing out their roles in the heart of Las Vegas.” The exercise was to be based upon National Planning Scenario 1 which concerns “Nuclear Detonation”, the details of which can be read here. We have also published the National Level Exercise 2010 Training Manual.
The request from FEMA also cites the Computer Security Act of 1987, Public Law 100-235. Section 3, paragraph d, part 4 of Public Law 100-235 states that:
“(4) the term ’sensitive information’ means any information, the loss, misuse, or unauthorized access to or modification of which could adversely affect the national interest or the conduct of Federal programs, or the privacy to which individuals are entitled under section 552a of title 5, United States Code (the Privacy Act), but which has not been specifically authorized under criteria established by an Executive order or an Act of Congress to be kept secret in the interest of national defense or foreign policy;”
However, the Computer Security Act of 1987 applies to computer systems used by the federal government and its contractors. We are neither of these things.
National disaster exercises, called too costly and scripted
The plan was to stage the nation's first live exercise that simulates a nuclear bomb being detonated by terrorists in an American city, with 10,000 emergency responders, U.S. troops and officials playing out their roles in the heart of Las Vegas.
But the Obama administration canceled the Nevada events set for next month after Senate Majority Leader Harry M. Reid (D-Nev.), backed by casino and business interests, said it would frighten away tourists and "unacceptably harm" the region's battered economy.
The federal government is also considering whether to scale back next year's National Level Exercise, the annual drill that for the past decade has been a cornerstone of the nation's efforts to prepare for a catastrophic terrorist attack or natural disaster. The 2011 exercise was envisioned by states as a five-day test in the Midwest for a 7.7-magnitude earthquake, but the Federal Emergency Management Agency might instead limit the event to three days and test for a milder earthquake, state and federal officials said.
The decisions are playing into a quiet debate about the future of the large-scale national exercises. Convinced that the drills are the best way to determine whether the nation is prepared for a disaster, some emergency planners and state officials say they fear that as the federal government cuts costs, it may dumb down the tests so participants will pass them more easily. Shying away from the toughest problems, they say, risks repeating the mistakes that were made after Hurricane Katrina, when an unprepared White House and Louisiana governor clashed over who was in charge, how to allocate resources and whether to send in the military.
White House officials and Homeland Security Secretary Janet Napolitano say they are trying to improve the national exercises, not undercut them. The drills have grown into unrealistic, costly and over-scripted productions, Napolitano has said, an "elaborate game" rather than opportunities for officials to work through problems.
Since 2005, FEMA has spent $218 million on national exercises, testing scenarios that include an outbreak of the pneumonic plague, chemical attacks and dirty bombs. After this year's nuclear scenario, which was to involve a 10-kiloton bomb, next year's would be the first to posit a natural disaster instead of a terrorist attack.
The Obama White House is also revisiting the broad homeland security system that President George W. Bush established in a series of directives in 2003, seeking to clear up confusion about who is in charge of managing the nation's preparedness and how to track progress.
That review, however, has created wide uncertainty about the administration's plans within the ranks at FEMA, the Pentagon and state emergency agencies, several officials said.
"They're wondering: What is the outcome of the review?" said Daniel J. Kaniewski, deputy director of George Washington University's Homeland Security Policy Institute and a White House homeland security official from 2005 to 2008. "Will they be changing or doing an about-face on exercises? . . . Nobody seems to know."
Some emergency planners at the state level and across federal agencies, who spoke on the condition of anonymity for fear of antagonizing senior officials, said they are concerned that the White House might be easing off the effort.
"The fact that the central United States could face a catastrophic earthquake soon is scary enough, but the fact that FEMA and DHS appear overwhelmed by even doing an exercise on this scenario is very disturbing," said a federal official who has worked on the 2011 effort.
"The effort is regressing, not progressing," said another U.S. official familiar with homeland defense planning, saying some emergency managers expect that the White House could decide to make the exercises simpler, smaller and less frequent.
FEMA Administrator W. Craig Fugate acknowledged that the administration has concerns about whether the large-scale exercises need revamping, but said officials are committed to other kinds of drills, particularly those conducted without notice.
Although the administration is "in lock-step in our continued commitment" to NLEs, he said, "our exercises have to go beyond the large-scale, pre-planned events. We have to do a lot more exercises on a day-to-day basis."
National-level exercises date to 2000, when Congress mandated them to test top government officials' responses to a nuclear, biological or chemical attack. After the Sept. 11, 2001, attacks, Bush made the national live exercises the centerpiece of a series of "full-scale, full-system tests" involving 15 scenarios and a constellation of federal, military, state and local agencies.
After Hurricane Katrina, Bush overhauled the program again, increasing the number of exercises, adding a focus on natural disasters and demanding more rigorous follow-up.
Still, the program drew complaints of "exercise fatigue" from many state officials, including Napolitano, who was then the governor of Arizona. In a November 2007 letter to her DHS predecessor, Michael Chertoff, Napolitano said planning for that year's exercise -- which reportedly cost $20 million and involved 26,000 participants -- was "too expensive, too protracted and too removed from a real-world scenario."
Once in her current office, Napolitano talked about streamlining the drills and scaling them back to restore surprise. "When you have months to prepare for an exercise . . . a large part of the exercise's value is lost," she wrote.
In December, DHS abruptly shelved plans to conduct the $15 million exercise in Nevada, a simulated attack that initially had been set on the Las Vegas Strip.
In November, Reid, who faces a tough reelection bid, cited unanimous opposition from the Nevada Chamber of Commerce and lodging and tourism groups.
Two weeks later, FEMA announced it would scale back the exercise to focus on what could be done without state and local participation, settling on a largely Washington-based series of table-top drills and contingency operations. Reid thanked Napolitano for deciding "to cancel this exercise so quickly."
If that decision was related to specific economic and political sensitivities, the debate about next year's earthquake scenario has raised broader questions.
A $30 million planning effort led by FEMA has been based on a disaster that struck the country in the early 1800s: multiple quakes exceeding magnitudes of 7.0 that in rapid succession hit the so-called New Madrid Seismic Zone -- a 200,000-square-mile area over eight states centered around Memphis and St. Louis. A FEMA-funded study predicted that a similar event today would kill or injure 86,000 people, cause $300 billion in losses and cut the nation's "aorta" -- the bridges and pipelines that cross the Ohio and Mississippi rivers.
Kentucky Emergency Manager John W. Heltzel, who is chairman of the eight-state Central United States Earthquake Consortium, objected to FEMA proposals to scale back the exercise, writing to Fugate last month that states "unanimously agreed that we will proceed" with the five-day event.
State officials said the nation's response system must be tested to the breaking point.
"We need to be assured there's a . . . process whereby federal resources get allocated," Tennessee Emergency Management Agency Director James Bassham said in a recent planning conference. "We would hope it's a more businesslike approach than eight governors calling the president."
The Pentagon, which is required to test its disaster response in large exercises, is supporting the states, according to military officials and other emergency planners. When the Las Vegas drill was canceled, the military's Northern Command was forced to look elsewhere to meet its 2010 requirement, which envisioned thousands of troops responding to a terrorist attack.
Timothy Gress, managing director of the University of Illinois' Mid-America Earthquake Center, which produced the FEMA study, said that the passage of time has dimmed Washington's sense of urgency.
"When the project was initiated, Katrina was still very much fresh in their minds," he said. Now, after four years of work planning the earthquake drill, he said, "why wouldn't you want to exercise that plan?"

The U.S. military has canceled a major field exercise that tests its response to a nuclear attack, angering some officials who say that what is now planned for this month will be a waste of time.
U.S. Northern Command in Colorado withdrew from major participation in this month's National Level Exercise (NLE), a large-scale drill that tests whether the military and the Department of Homeland Security can work with local governments to respond to an attack or natural disaster.
The exercise was canceled recently after the planned site for a post-nuclear-attack response — Las Vegas — pulled out in November, fearing a negative impact on its struggling business environment.
A government official involved in NLE planning said a new site could not be found. The official also said the Northern Command's exercise plans for "cooping" — continuity of operations, during which commanders go to off-site locations — also had been scratched.
"All I know is it's been turned into garbage," said the official, who asked not to be identified because of the sensitivity of the information. "It's a nonevent."
The NLE, which is supposed to be a series of hands-on exercises to test the system in the event terrorists use a nuclear device, has become instead a "tabletop exercise at best," the official said.
Maj. Michael Humphreys, a Northern Command spokesman, said the military officials decided to delink the Ardent Sentry exercise from the National Level Exercise, but he stressed that the command conducts other exercises and "cooping" at other times.
"This exercise enabled both the [Defense Department] and other agencies to review their processes and procedures, and focus future training efforts on closing gaps and additional areas identified during the exercise," Maj. Humphreys said. "This year, Ardent Sentry will not be linked with the NLE."
He said NorthCom will work with the Pentagon in its role in the NLE.
In a statement to The Washington Times, the Pentagon said: "It was necessary to cancel the field exercise portion of the NLE due to the inability to get another state/local community to engage on short notice after the original venue was changed. NorthCom still has a requirement to exercise its core requirements. It is just doing this at another location."
Created after the Sept. 11 attacks, the NLE is the country's largest exercise of its kind — combining activities among the military, Department of Homeland Security and local governments to test their joint, emergency response capabilities.
Homeland Security spokesman Clark Stevens said his department still plans major field work.
"NLE 2010 provides an important opportunity to exercise and assess emergency response and recovery capabilities in the face of a major disaster or a terrorist attack against the United States," Mr. Stevens said.
"Working with local partners in a number of states, the scenario will allow emergency response officials at all levels of government to test response plans, communication capabilities, and interagency coordination — tools that are vital to the effective response in a real-world event."
The field exercise in Las Vegas was to simulate terrorists detonating an improvised nuclear device assembled with smuggled weapons-grade uranium.
The 2009 NLE focused on intelligence sharing between the federal government and local law enforcement after a terrorist attack abroad.

PHILADELPHIA, (April 26, 2010) More than 700 personnel from federal, state and local agencies and the private sector are participating in a 5-day homeland security exercise that began today in Philadelphia. The exercise, called
Liberty RadEx, is the largest drill of its kind sponsored by the U.S. Environmental Protection Agency to test the country’s capability to clean up and help communities recover from a dirty bomb terrorist attack. The Pennsylvania Department of Environmental Protection and City of Philadelphia are co-sponsoring the drill.
Liberty RadEx portrays conditions at least 30 days after a radiological dispersion device was detonated in Independence National Park. The drill is unique in that it simulates the end of the emergency phase when response operations transition to new teams brought in to test areas for radiation contamination, determine cleanup plans, and help communities recover.
“Our first concern is that the public understands Liberty RadEx is a drill and the activities people might see at different locations are only simulations of what might happen in a real event,” said EPA Regional Administrator Shawn M. Garvin. “This exercise is significant because it will help inform how all levels of government, businesses and community organizations can work together to meet challenges associated with long-term cleanup and community recovery from a dirty bomb attack.”
“Intergovernmental exercises such as Liberty RadEx are essential in maintaining our ability to respond to events and for evaluating the effectiveness of our response plans,” said Pennsylvania Environmental Protection Secretary John Hanger. “DEP's Bureau of Radiation Protection will be participating throughout the week by providing staff, technical support, and expertise.”
“The LibertyRAD exercise marks another milestone in Philadelphia's preparedness efforts by evaluating how federal, state and local governments will work collaboratively following a disaster with the long-term devastating consequences a dirty-bomb attack causes,” said MaryAnn E. Tierney, deputy managing director for the City of Philadelphia’s Office of Emergency Management. “Conducting the exercise in a densely populated urban area that is home to some of our nation’s most treasured historic sites and critical infrastructure will be a valuable learning experience for all involved.”
“An exercise of this magnitude offers an unprecedented opportunity to collaborate with our interagency partners. This exercise will provide a comprehensive assessment of our ability to coordinate and communicate with federal, state, and local responders,” said Rear Admiral Wayne E. Justice, commander of the U.S. Coast Guard 5th District.
The majority of Liberty RadEx ‘play’ will occur April 27–29 at venues in Philadelphia, and at one site in Ridley Park, Pa. Site visits and tours are available for the media and others interested in observing the exercise at these locations:

The simulation / exercise “Golden Phoenix” appears at this time to be headed to Los Angeles Los Angeles County, in June that simulates the detonation of a 10-kiloton nuclear device.

Air Force Conducts Angel Thunder 2010 International Exercise

DAVIS-MONTHAN AIR FORCE BASE, Ariz. (AFNS) -- Exercise Angel Thunder 2010, an Air Combat Command-sponsored combat search and rescue and medical evacuation exercise, kicked off here April 13.
The two-week exercise is in its fourth year and provides tactical-level opportunities for more than 1,200 ground, air and support U.S. and international participants and more than 50 aircraft to engage in a variety of personnel recovery scenarios.
“The focused personnel recovery exercise provides additional training to prepare combat Air Force assets for upcoming (air expeditionary force) deployments,” said Col. Billy Thompson, the Angel Thunder exercise director.
Personnel recovery is an Air Force core function that incorporates combat search and rescue and medical evacuation.
Angel Thunder is the premier personnel recovery exercise in the world, Colonel Thompson said.
“Angel Thunder helps to improve interoperability between the total force, different services, interagency and different nations,” he said.
Angel Thunder reinforces personnel recovery engagement through security cooperation and building partnership capabilities.
“It is important to provide an educational environment enabling all at participants to gain a broader understanding of military, interagency and international capabilities,” Colonel Thompson said.
A final objective for the Angel Thunder participants is to take what is learned and experienced during the two weeks and apply it in a deployed environment.
