The annual World Economic Forum is due to be addressed by US Secretary of State Condoleezza Rice as the global financial crisis continues.

The annual gathering of around 2,500 business and political leaders in the Swiss town comes as world markets continue to rollercoaster over fears about the US economy.

Many believe the recent turbulence could be the biggest financial crisis since World War Two. It began in earnest last August after problems in the US sub-prime mortgage sector led to a seizure in interbank lending.

On Tuesday, the US Federal Reserve announced a shock 0.75 per cent interest rate cut after two days of plummeting stock prices.

The meeting heard from billionaire investor George Soros who said: "Central banks have lost control."

He added: "The present crisis is the end of an era based on the dollar as the international currency. We need a new sheriff, not Washington consensus."

And Stephen Roach, head of Asia for US investment bank Morgan Stanley: "We have a market-friendly Fed possibly injecting a lot of liquidity in the system which will set us up for another bubble economy.

"I'm sort of worried that all they did yesterday was to hit the snooze button. (This is) excessive monetary accommodation that just takes us from bubble to bubble to bubble."

The independent forum, founded in 1971, brings together financial, industrial and political figures with the aim of improving the state of the world's economies.

But several policymakers have dropped out in recent days due to intense domestic demands, including Chancellor of the Exchequer Alistair Darling and US Treasury Secretary Henry Paulson.

It is a contrast from last year's meeting when markets were enjoying steady economic expansion and a private equity and takeover boom fuelled by cheap credit.

WASHINGTON (Reuters) - A new world trade pact is possible this year, but it is still too early to schedule a trade ministers' meeting to seal the deal, U.S. Trade Representative Susan Schwab said on Thursday.

"A lot of progress is being made in Geneva. We aren't there yet in terms of a breakthrough," Schwab told reporters after a speech to the U.S. Chamber of Commerce.

But there could be a breakthrough "in the first quarter" based on a set of revised texts on agriculture and industrial goods that will be released in Geneva by late January or early February, Schwab said.

"We're in a critical few months. We intend to conclude a good agreement if a good agreement is to be had," Schwab said.

It's still unclear whether enough additional progress can be made in the agriculture and industrial goods negotiations to hold a ministerial meeting at the end of March to conclude the deal, as has been discussed in Geneva, Schwab said.

That will depend on whether countries can agree to negotiate based on the revised texts, and then work constructively to bridge remaining differences, she said.

It would be a mistake to prematurely schedule a ministerial meeting, Schwab said.

Schwab will discuss the status of the talks with other top ministers attending the annual World Economic Forum meeting next week in Davos, Switzerland.

Residents are speaking out about a controversial highway that would cut right through the state.

The state plans to build a 4,000-mile network of super-highway toll roads. In Hempstead on Tuesday, many residents said that road could cost them their property.

Odis Styers owns hundreds of acres north, east and west of town. But the traffic that now travels through on State Highway 290 could interrupt his peace.

A TxDOT super highway could soon plow through the middle of his property.

“They are talking about going through prime ranch country, prime farm country and that's limited,” said Styers. "I'm in the cattle business and that would put me out of business."

The I-69 Trans Texas Corridor would run from Mexico to Texarkana. Exactly how it will get from Point A to Point B is still up in the air. But a proposed map shows the area the state is now studying

Invisible RFID Ink Safe For Cattle And People, Company Says

The process developed by Somark involves a geometric array of micro-needles and an ink capsule, which is used to 'tattoo' an animal. The ink can be detected from 4 feet away.

A startup company developing chipless RFID ink has tested its product on cattle and laboratory rats.

Somark Innovations announced this week that it successfully tested biocompatible RFID ink, which can be read through animal hairs. The passive RFID technology could be used to identify and track cows to reduce financial losses from Bovine Spongiform Encephalopathy (mad cow disease) scares. Somark, which formed in 2005, is located at the Center for Emerging Technologies in St. Louis. The company is raising Series A equity financing and plans to license the technology to secondary markets, which could include laboratory animals, dogs, cats, prime cuts of meat, and military personnel.

Chief scientist Ramos Mays said the tests provide a true proof-of-principle and mitigate most of the technological risks in terms of the product's performance. "This proves the ability to create a synthetic biometric or fake fingerprint with biocompatible, chipless RFID ink and read it through hair," he said.
